The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Program Project Specialist II. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.

Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation, cannot have a principal interest in or have a spouse or close family with principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:
• Provide leadership, mentoring, coaching, and direct supervision of subordinate staff. Complete Performance Appraisals, authorize leave, approve timecards, and recommend and issue disciplinary action as appropriate. Complete one-on-one as necessary. Monitor and review work products and staff achievements.
• Evaluate workflow and formulate process improvement plans. Meet with subordinate staff, assisting with identifying necessary modifications and changes to workflow and/or procedures. Assign new cases for quality assurance review. Utilize database reports system to monitor case review activities and determine appropriate action. Ensure staff meet performance and productivity metrics on schedule.
• Provide technical advice and assistance to staff as required. Ensure appropriate and standard case quality assurance review activities are performed and in compliance with established federal and state statutes and DDD policies and procedures. Identify and resolve case-related issues.
• Respond to eligibility team members, DES/DDD administration, and other staff. Respond to concerns and questions related to eligibility quality case reviews. Research and respond to escalated concerns, discuss particular situations with participants, and take appropriate action with regard to reported complaints surrounding case reviews.
• Prepare and complete case review tracking reports, trend reports, correspondence and other assignments. Consult with and communicate with management regarding policy, program, or employee issues. Attend or facilitate meetings (e.g. staff, district, and supervisory). Meet with representatives of governmental and community organizations, districts, and statewide work groups. In-state travel.

Knowledge, Skills & Abilities (KSAs):

Knowledge in:
• Federal laws, state statutes, and agency policies and procedures, Principles of Supervision and Coaching, Conflict resolution.
• Basic principles and practices of Case Management, Article 21-557-557 and the provision of services to members with disabilities in Arizona.
• Community Resources, DDD Eligibility Criteria, DDD Eligibility Policy Manual.
• Arizona Administrative Code, Arizona Revised Statues Chapters 1 & 36.
• Health Insurance Portability and Accountability Act (HIPAA).


Skills In:
• Recognizing basic human rights and the care and assistance needs of individuals with developmental disabilities.
• Oral and written communication, Organization, documentation, leadership.
• Interpersonal relations applied to contacts with members and representatives of other governmental and community organizations and the public.
• Problem indemnification and resolution; conflict resolution.
• Using various computer software (Microsoft Word, Excel, Google Workspace).


Ability to:
• Adapt and be sensitive to a variety of diverse cultures and maintain and display a professional demeanor.
• Establish professional partnerships, develop and maintain provider file documentation.
• Work effectively with a wide range of personalities and team members, Supervise a unit of professional staff.
• Maintain confidentiality, facilitate meetings, research concerns.
• Communicate with other professionals, remain flexible as priorities change.

Selective Preference(s):

The ideal candidate for this position will have:
• A bachelor's in social science, Health Education, Education, Psychology, Bachelor of Social Work, Health Sciences, Early Childhood Education (OR) a closely related degree field and  two (2) years of professional experience working with people with developmental disabilities (OR) Four (4) years of professional case management/social work experience at a professional level (OR) One (1) year as HSS 3 (OR) 2 years as HSS 2.

Pre-Employment Requirements:

• If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver's License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to Driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operated a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) (R2-10-201.11).
• Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency's ability to reasonably accommodate any restrictions.
• All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
