Position Summary
The Early Childhood Program Specialist 4 position reports directly to the Early Center Director and is a supervisory or expert level position. The position supports to manage an early childhood program including responsibilities for planning, organizing, executing, controlling, and evaluating activities, sub-functions, and functions including budget, policies, procedures, and staff supervision. The position manages the early childhood program in conformance with regulations and Washington State Day Care Licensing Provisions. In addition, the Early Childhood Program Specialist 4 position facilitates planning and implementation of programs for children and families; coordinate assessments; evaluation of programs and assigned classrooms; mentors lab and practicum students; model best practices; and culturally sensitivity. Pay, Benefits & Work SchedulePosition Salary Range: $54,168/year - $72,864/year
The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Individuals newly hired to Classified position are placed in a salary range based on the WPEA Collective Bargaining Agreement.

Essential FunctionsWashington State Licensing Standards and Support Functions Managing the ELC
- Guide and instruct teachers in planning, implementing, and evaluating curriculum, environment, and activities both indoors and out, based on individual and group development
- Work directly with children and families on individual and group needs, guidance, transitions, and emotional support.
- Ensure that program staff conform to federal, state and local rules, regulations, and licensing requirements.
- Ensure that all classroom records and reports are accurately maintained and submitted.
- Mentor, guide and provide assistance and support to assigned student aides and lab/practicum students.
- Supervise staff including interviewing and recommending selection of applicants, training new employees, assigning and scheduling work, acting upon leave requests, conducting annual performance evaluations, and recommending disciplinary actions.
- Oversee recruiting and scheduling of children for the early childhood program; maintain records on children enrolled in the program to include their development, attendance, immunization, and general health; assists with quarterly program registration; maintain appropriate files and waiting lists; process late registrations.
- Confer with parents on regular basis to discuss the development of enrolled children; maintain public relations with parents, prospective clients, and colleagues.

- May oversee accreditation processes or other program improvement activities.
- Asses the social, intellectual, emotional, nutritional and physical needs of children enrolled in age group classrooms and supervise teachers in the development of activities based on assessed needs.
- Assume responsibility for supervision, mentoring, orientation, and training of teaching staff in curriculum planning, room design, assessment, classroom management, problem solving, and licensing. Provide ongoing training, clear expectations, performance evaluations, and respond to teaching staff personnel issues effectively as they arise.
- Establish and maintain positive partnerships with Center families through daily interaction, written communication, and conferences.
Classroom Leadership and Family Engagement
- Understand and follow center policies, procedures, and philosophy.
- Be familiar with and adhere to all WA state licensing standards.
- Design, staff, implement and direct ELC summer program for school-age children.
- Facilitate, model, teach, and practice positive communication, conflict resolution, and problem solving with children, families, student workers, and center staff.
- Work directly with the College Early Learning Center and Teacher Education Department to help provide a quality lab and mentoring site at ELC for BC students.
- Participate as a team member in interdisciplinary planning for children and families and other cross component coordination efforts.
- Encourage and support family involvement in all aspects of the program.
- Help guide, train, and provide technical assistance to assigned student staff and lab/practicum students.
- In conjunction with other center staff, initiate and maintain respectful interactions and relationships with children, staying engaged and supporting their ongoing growth and development.
- Ensure licensing, Early Achiever, and other regulatory requirements applicable to classroom and playground areas are met.
Other Duties
- Perform other related duties are required and/or assigned.
- AA/AAS degree with a minimum of 45 credits of Early Childhood Education/Child Development and minimum of eight (8) years teaching experience in an early childhood setting.
- Demonstrated ability to relate and communicate effectively with children, families, community members, and staff of diverse ages, backgrounds and abilities.
- Proficient with Microsoft Word, Excel, and data bases.
- Demonstrated experience supervising, coaching, and mentoring employees.
- Knowledge of early childhood center Federal, State, and Local laws, policies, procedures, and regulations.
- Have, or obtain within 90 days of hiring, current infant/child CPR & Basic First Aid; Blood Borne Pathogen training, and Food Handler's card.
- Proof of negative TB skin test.
- Successful completion of a Washington criminal background.
- Ability to meet minimum licensing requirements for WA Dept. of Early Learning (DEL).
- Ability to safely supervise groups of children and their activities by standing, walking, reaching, sitting (on floor, small chairs, &/or outdoors), frequent stooping, and lifting up to 40 pounds.
- BA/BS in Early Childhood Education/Child Development or closely related field that includes 30 credits in early childhood education plus five years (5) teaching experience in an early childhood setting.
- Experience teaching and/or supervising in a Head Start program.
- Demonstrated ability to be responsive to the needs of a diverse student population and community.
- Four (4) years of supervisory or administrative experience working in a full day, early childhood program.
- Demonstrated ability to work as a member of a teaching team.
- Demonstrated experience with curriculum development appropriate to all age groups enrolled in Center.
