Position Summary  

The Transfer Credit Specialist works in the Evaluations and Graduation Office, which is a department within Student Central. Student Central also includes Enrollment Services, Financial Aid, Placement and Testing Services, the Center for High School Programs and The Welcome Center. Student Central is a single service area for students, the public, and the campus community, that provides comprehensive service and information related to these departments. The Evaluations and Graduation Office supports the mission of the college by using a student-centered approach, and access to college programs and services that advance the lifelong educational learning and development of its students. Through evaluation of prior learning, and completion of degree and certificate requirements, the Evaluations and Graduation Office supports student success by ensuring students take only those credits needed to complete their academic goals. 

Pay, Benefits & Work Schedule  

Position Salary Range: $48,216/year - $64,404/year

The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Individuals newly hired to Classified position are placed in a salary range based on the WPEA Collective Bargaining Agreement.

The employee is scheduled to work 40 hours per workweek. This is a Classified, overtime eligible position and represented by the Washington Public Employee Association of Higher Education (WPEA-HE).

About the Department  

The Evaluations and Graduation Program Specialist 2 reports to the Director and works under general supervision. This position uses independent judgment to evaluate and process student records, transcripts, transfer credit, prior learning credit, and graduation applications in accordance with state regulations, accreditation standards, articulation agreements, and college policies. Responsibilities include customer service, technical assistance, maintaining student records, reviewing documentation for accuracy and compliance, supporting student records migration projects, and ensuring data integrity across multiple information systems. Essential to this role is a thorough understanding of student services daily operations, strong attention to detail, and the ability to interpret regulations and advise students on complex, student-specific situations. This position must maintain compliance with federal, state, college, and accreditation requirements and participate in ongoing training to remain current on policies and procedures.

Essential Functions  

Customer Service and Office Support 

  • Assist students, staff, and visitors in person at the front counter with questions, forms, and general support related to the Evaluations and Graduation Department.  
  • Provide effective customer service in person, through phone, email, and ticketing system communications. Respond to student inquiries promptly and professionally while ensuring accurate information is provided.  
  • Troubleshoot and resolve routine student service issues or escalate concerns to the appropriate department. Coordinate and collaborate with departments that provide support services that assist students in overcoming obstacles and problems they encounter. 
  • Assist students with completing and submitting forms and required documentation. 
  • Accurately enter, update, verify, and maintain student records in internal databases and information systems. 
  • Review request forms and supporting documentation for completeness, accuracy, and compliance with established guidelines. 
  • Track and monitor workflow queues and shared inbox to ensure timely processing of requests.

Student Records and Document Management 

  • Receive, review and process incoming official transcripts, forms and documents, verifying accuracy and matching documents to appropriate student records.  
  • Manually enter, update, and organize student data while maintaining accuracy and following established data entry standards. 
  • Assist with reviewing and transferring student records from the legacy database into the new database system. 
  • Cross-check records to identify and correct discrepancies, duplicates, or missing information. 
  • Maintain confidentiality and security of sensitive student data and ensure the integrity of student records in compliance with applicable regulations and college policies.  
  • Collaborate with other impacted departments such as Enrollment Services, Financial Aid, and Placement and Testing to resolve data inconsistencies and system-related issues. 
  • Generate reports and retrieve data from multiple systems to support program operations and decision-making. 
  • Communicate with students and external institutions regarding transcript receipt, documentation requirements, and processing status. 
  • Recommend process improvements to enhance operational efficiency and customer satisfaction.

Analyze and Evaluate Documentation needed to Award Credit and Confirm Degree and Certificate Completion

  • Collect, analyze, and evaluate college and university transcripts for both domestic and international institutions needed to determine transfer of credit to the college.  
  • Independently use an investigative process to determine course equivalencies between the college and the transfer institution, which includes consultation with appropriate faculty, review of established databases, or review of course descriptions as found in college catalogs. 
  • Independently advise students, staff, and faculty regarding options and alternative courses of action based on student-specific circumstances in areas related to course substitutions and exceptions to graduation requirements.  
  • Award transfer credit based on analysis and evaluation of documentation in accordance with state regulations and accreditation standards and properly record and transcribe credit in the student management system.   
  • Collect, analyze, and evaluate graduation applications, and determine if students meet graduation requirements as articulated in the college catalog and in accordance with college policy, ICRC (Intercollege Relations Commission) guidelines and other articulation agreements.  
  • Properly record degrees and other credentials in the student management system to ensure proper posting of the credential to the transcript, and in accordance with college requirements, state regulations, and accreditation standards.

Read & Interpret State Regulations, ICRC Guidelines, and Accreditation Standards

  • Read and interpret information and articulation agreements as provided by ICRC guidelines. 
  • Understand accreditation standards as it relates to the awarding of transfer credit, prior learning credit and graduation. 
  • Read and interpret state and federal regulations as they relate to admission application processes, English and Math placement, financial aid basic eligibility, and the awarding of prior learning credit, and use independent judgement to advise students appropriately based on student specific circumstances.  
  • Attend conferences and workshops needed to keep information current, and obtain training in regards to changing state regulations, the awarding of credit, and graduation requirements.
  • Perform other duties as assigned.
Minimum Qualifications  
  • Associate degree in a related field. Any combination of relevant education and/or experience may be substituted for the educational requirement on a year-for-year basis. 
  • Two (2) years of experience working in higher education in an office reviewing transcripts and demonstrated ability to read and understand official college transcripts. 
  • Two (2) years of experience using a database or student management system.
  • Two (2) years of experience working in a customer service setting. 
  • Experience working in a collaborative team environment with diverse employees and student/customer groups.
  • Effective verbal and written communication skills. 
  • Demonstrated ability to use Microsoft Word, Access, Excel, Teams and Outlook.
  • Demonstrated ability to use computers for data entry, web applications, searching the internet, and troubleshooting basic computer issues.
  • Demonstrated ability to work in accordance with policies, procedures, and federal and state regulations.
Preferred Qualifications  
  • Bachelor¿s degree in a related field.
  • Experience working in a higher education office setting.
  • Experience working in a Washington State Community and Technical College setting in an office related to transfer credit, evaluations, and graduation. 
  • Demonstrated experience with PeopleSoft database systems.
