Description

Reporting to the Director, Business Financial Analytics, Capital, within the Financial Services Branch, the Finance Manager will lead a team of accounting professionals who are responsible for the accounting functions related to projects in the Capital Budget, including project accounting, coordinating the completion of the working papers that support the consolidated financial statements, Annual Financial Report, and the Financial Information Return.

The Finance Manager will use their accounting knowledge and expertise to identify, research, and proactively resolve complex financial issues, providing options and recommended solutions and balancing knowledge of accounting standards, professional and legislative requirements.

What will you do?

  • Lead, influence, and collaborate with team resources in the forecasting, long range planning, and decision-making related to funding strategies and accounting determinations within projects
  • Build workforce capacity through coaching, mentoring, recognizing accomplishments, and motivating employees to deliver results and achieve their potential
  • Coordinate and supervise the general accounting functions relating to the Capital Budget of the City of Edmonton by assisting in establishing new processes and process improvements, and internal controls to ensure the integrity of financial information 
  • Provide financial analytics, advice, and assistance in the development of sound defensible business cases for new or revised initiatives. Actively review, challenge, and participate alongside business partners in their evaluation of department goals, outcomes, targets, and business strategies. This includes understanding the client's business, evaluating financial implications, while providing guidance on targets and consistently applying corporate policy and strategic direction
  • Oversee the preparation of the capital working papers, as well as supporting any financial information in the statistics portion of the annual report from Statistics Canada
  • Develop and oversee year-end processes, procedures, and deadlines to ensure the provision of accurate non-consolidated financial information related to quarterly capital performance reporting and the annual consolidated financial results of the City
  • Oversee the continuous improvement process for the general accounting function by analyzing successes and challenges related to year-end processes, month end process and reporting, and debriefing finance team members and recommending and/or implementing changes to facilitate a more effective and efficient monthly, quarter, and year-end processes
  • Anticipate business opportunities, influence policy, planning, and initiatives, and foster a culture of accountability
Qualifications

  • Knowledge, training and/or education in Finance, Business, or related disciplines
  • Chartered Professional Accountant designation (CPA) is required
  • Leadership experience in a large and complex environment
  • Related financial management experience, including knowledge in the area of financial performance reporting and full-cycle accounting
  • Extensive knowledge in the area of strategic planning, budgeting, and financial reporting at a corporate level in a large, complex organization
  • Significant experience and knowledge in planning, preparing, and reviewing working papers and other financial documentation to support a financial statement audit

Conditions of Employment and Work Environment:

  • 1 permanent, full-time position
  • Hours of Work: 36.9 hours per week, Monday - Friday. This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite
  • Salary: (Annually) $130,637.93 - $163,297.94
  • Hire is dependent on a Criminal Information Check satisfactory to the City of Edmonton. There may be a cost associated with this requirement
