Are you a detail-oriented technical professional passionate about how our city spaces are utilized?

The Parks and Roads Services branch is looking for a collaborative individual to manage the temporary use and authorization of the City's road right-of-way. In this role, you will play a vital part in balancing the immediate and long-term needs of our transportation corridors, ensuring public safety and operational efficiency across Edmonton.

Working within the Technical and Regulatory Services section, the Regulated Road Use Tech II works closely with internal business units, utility companies, and a variety of permit applicants to ensure third-party use of the City's road right-of-way is appropriately authorized and permitted. Reporting to the Senior Transportation Technician, this role provides expert road right-of-way management technical expertise, services, and advice. You will be accountable for authorizing use of road right-of-way via permits issued under the Traffic Bylaw, including signs, banners, utility line assignment (ULA). Through collaboration with internal and external partners, you will support technical requirements associated with road closure circulations, encroachment agreements, and development permits. Additionally, you will respond to public inquiries, conduct field inspections for quality assurance, and address unauthorized right-of-way use. Ultimately, you will ensure the delivery of excellent regulated road use services while aligning with branch programming and service delivery goals.

What will you do?

  • Review, evaluate, and issue permits for temporary portable signs, street light banners, and bridge banners in compliance with the Traffic Bylaw
  • Manage the portable sign and bridge banner approved location database, keeping GIS maps and guideline documents up to date
  • Authorize utility equipment installations by issuing ULA permits, assessing circulation requirements, and documenting restoration conditions
  • Coordinate circulation feedback to support the timely resolution of conflicts identified by relevant collaborators
  • Conduct field inspections to ensure compliance with permit terms, document inspection records, and determine enforcement requirements for infractions
  • Respond to public, community group, and business inquiries regarding road right-of-way policies and permit programs
  • Prepare briefing notes, location summaries, and reports for management review
Qualifications

  • Completion of a two (2) year diploma in Civil Engineering Technology or an equivalent program
  • Minimum of five (5) years of experience, preferably in a civil engineering technology or a related field
  • Adept in the use of software applications with emphasis on AutoCAD, MicroStation, POSSE, MS Access, and Google applications

Assets:

  • Experience working within a public sector environment
  • Demonstrated experience with transportation management, agreements, report writing, briefing notes, and utility/construction projects

Skills required for success:

  • Demonstrated ability to interpret engineering drawings, utility and survey plans, and Real Property Reports
  • Strong oral and written communication skills, with the ability to manage multiple tasks and prioritize work to meet tight deadlines
  • Sound analytical, problem-solving, and innovative thinking abilities
  • Strong working knowledge of design and construction specifications and technical standards impacting development on road right-of-way
  • Demonstrated negotiation skills to ensure municipal interests are met effectively
  • Ability to work independently, exercise judgment, and adapt to a fast-paced environment with changing priorities

Conditions of Employment:

  • Must possess a valid Class 5 (or equivalent) Driver's Licence
  • Must be eligible to obtain a City of Edmonton Driver's permit
  • Must be able to provide your own vehicle to use for city work (mileage reimbursed at city rates)

Work Environment:

  • This position entails a mix of office-based technical work and field-based inspections. Field visits require exposure to various environmental conditions including extreme temperatures, dust, and precipitation. While performing inspections, you will be required to wear standard protective equipment such as safety footwear, head protection, and high-visibility gear

Hours of Work: 33.75 hours per week

Salary Range: $47.562 - $59.969 (Hourly); $83,792.350 - $105,650.390 (Annually)
