The Assessment and Taxation Branch is seeking a Systems Transformation Lead to provide tactical project leadership, technical expertise, and operational supervision for our technology ecosystem. In this high-impact role, you will lead the core TACS/IMPACT modernization portfolio, advance digital enhancements for the MyProperty website, and incorporate other technology platforms to create operational efficiencies. You will bridge strategic roadmaps and daily operations by managing the end-to-end technical project lifecycle on behalf of the business, maintaining relationships with collaborators, and informing business readiness. Your work will directly support systems that enable the annual assessment of over 440,000 properties and the collection of more than $3.1 billion in property taxes. What will you do?
- Lead and manage complex, high-budget technology projects, including the high-priority TACS/IMPACT modernization portfolio, from initiation to closure
- Advance digital portal enhancements for the MyProperty platform, directing functional enhancements, user-experience modifications, and seamless integration with internal systems
- Lead and direct cross-functional project teams by establishing clear goals, objectives, and performance expectations
- Act as the primary operational link between front-line business units and technical project teams to gather precise business logic and translate it into functional requirements
- Manage communication and reporting by providing regular updates, addressing concerns promptly, and fostering strong relationships with key business collaborators and IT teams
- Ensure critical systems comply with all relevant legislation and auditor recommendations
- Provide daily direction, coaching, mentoring, and performance management to a growing team of Systems Integration and Transformation staff
- Degree or post-secondary Diploma in IT Management, Computer Science, Business Administration, or a related discipline
- With a Degree: Minimum six (6) years of experience in an IT Analytical or equivalent role in a Municipal Assessment and Taxation environment
- With a Diploma: Minimum seven (7) years of experience in an IT Analytical or equivalent role in a Municipal Assessment and Taxation environment
- Experience working with Computer Assisted Mass Appraisal (CAMA) or Property Taxation related systems and technology
- Experience in project prioritization, project delivery involving multiple interested and/or affected parties, and multi-year budgeting
- Demonstrated experience in translating complex business requirements into projects, system changes, and operational improvements
Assets:
- Project Management certification or designation is desirable
Skills required for success:
- Strong project management skills, including the knowledge and ability to apply project management methodologies, standards, and techniques in an information technology environment
- Demonstrated competencies in budget and timeline management, as well as scope and risk management
- Excellent interpersonal, verbal, and written communication skills including the ability to facilitate discussions, provide consultation, build client relationships, and resolve conflict
- Ability to build and nurture innovative, collaborative relationships and partnerships with diverse external collaborators and across all levels within the organization
- Excellent people leadership skills including performance development, team building, succession planning, and the ability to delegate and empower others
- Demonstrated understanding of assessment and taxation best practices and familiarity with Alberta's municipal assessment and taxation system and associated legislation

Conditions of Employment:
- Hire is dependent on a Criminal Records Check (CRC) that is satisfactory to the City of Edmonton, and there may be a cost associated with this requirement
- The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement, and the incumbent will be notified in advance
