Minimum Qualifications MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are a master's degree* AND four years of professional experience in education or in public administration, two years of which must be in an educational or governmental organization in an administrative position with major responsibility for one or more of the following: educational program planning, educational program evaluation, educational program auditing, educational program research, or educational program budget planning.*A doctorate can substitute for one year of non-specialized experience. PROMOTION: Current NYSED State employees must have one year of permanent service as an Assistant in Educational Planning and Evaluation.55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter AND meet the non-competitive minimum qualifications. COMPETITIVE MINIMUM QUALIFICATIONS:Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate in Educational Planning and Evaluation. Duties Description The New York State Education Department's Office of Education Policy is seeking candidates for an Associate in Educational Planning and Evaluation position in the Office of Student Support Services (OSSS). This office is responsible for promoting school improvement by focusing on supports to student progress through programs, services, and activities including the development of a safe and supportive school climate, and the Dignity for All Students Act. The incumbent of this position will focus primarily on the priority areas related to Federal and State opportunity grants administered by the office, best practices related to data collection, school climate and safety, alternative education programs, grants and procurements and program monitoring and other administrative services. Under the direction of the Supervisor of Education Programs, duties of this position include, but are not limited to, the following:- Organize, coordinate, conduct written and on-site and virtual technical to schools, local educational agencies, public or private agencies, professional groups, and parents;- Develop, coordinate, and/or facilitate meetings, conferences, webinars, or workshops to support program initiatives;- Develop guidance documents for school and district administrators and staff related to data collections, including the Dignity for All Students Act reporting, School Safety and Educational Climate reporting, Behavioral Intervention and related initiatives;- Oversee the development of requests for proposals that align with SED processes and procedures, and the fiscal management of State or federal grants;- Prepare reports of various kinds and guidance documents within a designated timeframe;- Research current educational practices, policies, statutes, regulations, and standards;- Serve on committees to support or advance Department initiatives as assigned;- Review and draft regulations, Regents items, and Department policies as assigned;- Collaborate with other Department program offices regarding Department initiatives; and- Perform special assignments as requested.

For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility.
