Job Description:

This advanced registered nurse position is assigned to the Ouachita Parish Health Unit and works as a public health nurse in the clinical setting, participates in the parish level health unit operation, and performs job duties as outlined and assigned. This RN practices within the scope of practice designated by the Louisiana Practice Act (LRS 37:911), adheres to the policies, procedures and standards of the Louisiana Department of Health and Hospitals/Office of Public Health and is accountable for promoting a positive image and working harmoniously with other members of the health care team. Reports administratively and has functional supervision from the RN Supervisor B.

The duties and responsibilities of this position include, but are not limited to:

Provides direct care to patients within the Regional Tuberculosis clinic

Develops nursing care plans for patients with Tuberculosis

Monitors the implementation and quality of care for patients within the Region 8 Tuberculosis clinic and 11 public health units in Region 8

Serves as a mentor and point of contact on nursing responsibilities of patients with Tuberculosis to professional medical staff in 11 public health units; Travels to 11 parish health units within the Region to evaluate medical records.

Collaborates with State TB program regarding appropriate care of patients; Provides in-services/trainings for medical staff on care of clients within the TB program.

Distributes medications and monitors effectiveness of the medications for TB patients. Obtains blood and other specimens for testing and medication effectiveness. Obtains blood specimens and other specimens for analysis and Interprets laboratory results.

Serves as a Public Health Nurse in Ouachita Parish Health Unit working in all programs such as Immunization, Reproductive Health, STI (as an STD certified RN) and Infectious Diseases within public health clinics, communities, shelters, and /or any additional assigned sites designated by the Louisiana Department of Health /Office of Public Health.

Provides nursing care by conducting examinations, medical treatments, and/or counseling in public health services. Refers and links individuals or families to other community resources. Administers required medications and immunizations. Provides education on medications, side effects, adverse reactions, care and/or referral. Enters data into EHR.

Obtains complete health history, conducts nursing and developmental assessment, including anthropometric measurements, and determines deviation from the norm, plans public health nursing care, refers as needed.

Obtains blood specimens and other specimens for analysis. Interprets laboratory results. Provides counseling, intervention, treatment, and follow up according to standing orders and policy guidelines.

Maintains OSHA/CLIA guidelines in performance of nursing duties.

Maintains current CPR certification.

Provides health education materials to individuals, families, or community groups on preventive health care, health risks and strategies for promoting or protecting health, population-wide health promotion/risk reduction programs, information on disease outbreaks, weather emergencies, weapons of mass destruction.

Participates in Continuous Quality Improvement process, reflecting standards of public health competencies and nursing care performance in order to assure quality of care.

Provides professional nursing care in response to emergency situations in the community and statewide in the staffing of Special Needs Shelters, Strategic National Stockpile, and other public health responses within the scope of professional nursing practice and policies and procedures of OPH.

Utilizes interpersonal communication skills in a customer-focused environment which includes all visitors, employees, and clients. Accepts and performs additional duties not listed but necessary for the smooth operation of the work unit or to help ensure quality of agency services.

Travels to alternate sites for work when necessary.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Possession of a valid Louisiana license or temporary permit to practice professional nursing or a multi-state license issued by a Nursing Licensure Compact (NLC/eNLC) state plus two years of professional nursing experience.
