Salary Rate: $64,000

Remote Position with 25% travel required as needed for program visits.

Duties and Responsibilities

  • Provide remote and onsite technical assistance and guidance in the development, implementation, and maintenance of quality assurance/improvement systems to program staff to improve productivity, performance and outcomes in alignment with contract goals and Eckerd Connects mission, vision and values.
  • Partner in the analysis of program quality and safety metrics to determine the need for Quality Improvement (QI) intervention. These metrics include, but are not limited to, external Quality Assurance (QA), licensing and monitoring reports, internal QA reports and data on critical incidents, key performance indicators and other quality relevant measures.
  • Partner in the development and monitoring of QI initiatives designed to improve or sustain program goals, measure deliverables, identify areas of improvement related to program staffing, and evaluate client outcomes.
  • Provide subject matter expertise in areas such as design and development of programming, selection of training programs and workshops in an effort to improve performance outcomes.
  • In collaboration with Operations and relevant Eckerd Connect Spokes, implement and monitor program improvement plans, corrective action plans, formal program responses and other measures resulting in external and internal audits.
  • Continually monitor and analyze assigned programs` quality metrics and all relevant data to ensure that they are compliant with all regulatory requirements and are incorporating quality improvement practices in their assigned programs.
  • Prepare monthly performance outcome reports and other reports, as required, resulting from the provision of technical assistance to assigned programs.
  • Maintain project schedules, databases, or other required tools that accurately and proactively document, track, evaluate and report assigned contractual requirements or program tasks.
  • Provide up to date information regarding current federal and state rules, contract requirements, procedures, and policies affecting all staff and participants.
  • Promote and participate in agency-wide continuous quality improvement initiatives through participation in the Performance and Quality Improvement Committee.
  • Contribute as the leader of the Quality team to perform all functions, as necessary, through cross training and joint support, i.e., quantitative analysis and compliance review processes, qualitative analysis of programs and systems, and professional development initiatives through curriculum development, training and retention activities.
  • Participate in accreditation maintenance and re-accreditation activities.


Other Duties Include, but not limited to

  • Complete all training requirements as set forth by Eckerd and its contracting, licensing, and accrediting agencies. Participate in training and development activities as required.
  • Adheres to the corporate Code of Conduct and Professional Ethics. Ensure adherence to Eckerd's Policy and Procedure Manual.
  • Report any use of physical force and all unusual incidents per Eckerd policy and state guidelines.
  • Report any acts, incidents, or conditions that reflect the possibility of inappropriate participant-to-participant or staff-to-participant/family relationships, and/or liable situations as per Eckerd policy and state guidelines.
  • Perform other job-related duties as assigned or as judgment and/or necessity dictates.


Qualifications

  • Bachelor's Degree, from an accredited College or University, in Accounting, Finance, Business, Public Administration or related field required. In the absence of a Bachelor's degree, an Associate's degree plus two years of relevant experience required. 
  • Minimum of two years in Quality Improvement/Quality Assurance required. For applicants with an Associate's degree, candidates are required to have two years' experience working in non-profit monitoring of contracts within one or more of the following fields: criminal justice, social services, or education. Minimum one year experience in a supervisory or team lead capacity.
  • Employability, vocational, rehabilitative programming, evaluative/diagnostic, analytical, written, and oral communication, interpersonal relationships, coaching, counseling, computer literacy, and training. Possession of specialized areas of knowledge and experience, such as working with individuals with substance use challenges, underemployment, or child welfare. Possess knowledge of statutes, contract terms and Quality Management standards. Ability to analyze data and trends, apply that information to accepted standards, and recommendations improvements. Ability to identify challenges and propose both short-term and long-term solutions. Excellent verbal, written, and interpersonal communication skills. Must be detail oriented and highly organized with strong analytical skills. Able and open to learn new systems and technical processes quickly. Proficient in Microsoft Excel. Demonstrated mastery of Microsoft Office Suite, Database development, queries, and data analysis for reporting and Quality improvement purposes. Must be able to meet deadlines and work on multiple projects on tight timelines. Ability to relate to people of diverse educational and cultural backgrounds as well as government agencies, public officials and all levels of management. Ability to relate to all levels of staff internal and external to the organization. 
  • Must successfully pass a background screening process, including, but not limited to, state, local, and funder criminal background check requirements. Required to pass a drug screen in compliance with our Substance Abuse and Drug-Free Workplace policy. 
  • Must be able to meet requirements for Eckerd Connects Auto Insurance and be able to drive for business purposes. Must have and maintain an appropriate and valid state driver's license. Ability to travel as required, which may include local, travel to other states, overnight, or consecutive days. Travel 10-15% of time. 
  • Candidate must be able to move about within program locations, to operate a computer for long periods of time, to function in rural and city environments, to periodically lift normal weights, e.g., luggage, laptop computer, and must be free of communicable diseases as required by the state and to the extent that knowledge is attainable under law. Ability to sit at desk for long periods of time and tolerate extended periods of data entry. The position requires that the incumbent spend time writing, typing, speaking, listening, lifting (up to 25 pounds), carrying, seeing (such as close, color and peripheral vision, depth perception and adjusted focus), sitting, pulling, walking, standing, squatting, kneeling, and reaching.

About Our Program:

The purpose of the After Care Resource Navigator Program is to increase positive outcomes for youth who are reentering the community from a residential commitment facility by identifying and establishing relationships with resources that address the service needs of youth and families, connecting youth served by the Program and their families with the appropriate resources to address their specific service needs. The Program provides transitional planning services to youth who are pending release from a Facility, including youth who will be supervised on Conditional Release (CR) or Post-Commitment Probation (PCP) upon their release, and Direct Discharge youth, who will be released with no supervision.
