Job Summary: Manages the comprehensive Point-of-Care Testing (POCT) Program for Englewood Hospital in accordance with all regulatory guidelines and procedures. Serves as the primary liaison for laboratory orientation of new nursing employees and for phlebotomy training of Laboratory and non-laboratory personnel. Supervises phlebotomy personnel and the activities of assigned employees in the Phlebotomy Department. Manage staff for optimum performance. Provides logistical leadership, coaching and training to all team members. Coordinates laboratory continuing education.

Job Essentials: The ideal candidate will meet the following requirements and competencies.
- Oversees a team of 20+ phlebotomists who are responsible for collecting blood samples in the in-patient and outpatient setting. Ensures all daily work assignments are completed in a timely manner following standard procedures and safety regulations. Orients and trains phlebotomy staff for inpatient and outpatients areas.
- Takes responsibility of all administrative aspects of the phlebotomy department such as managing the schedule, performance appraisals, overtime, discipline, vacation. Hears and resolves employee grievances or refers to higher authority and manages internal staff relations. Recommends or assists Lab Director in determining action as to hiring, transfers, promotions, and terminations.
- Supervises and advises all non-laboratory areas that perform laboratory testing. Monitors POCT competency for all staff including RNs, MDs, medical residents, and PCTs. Assists in designing competency exams. Develops and maintains accurate and current records of all personnel regarding their training records, competency evaluation, and other regulatory requirements.
- Coordinates phlebotomy training, with Center for Nursing Practice, Home Health, and other departments. Schedules new employees for laboratory phlebotomy training. Ensures current policies, processes, procedures and reference tools are accurate and available to staff. Develops and implements new phlebotomy policies and procedures.
- Assures compliance with all regulatory agencies including College of American Pathologist, Joint Commission, and New Jersey State Department of Health.
- Reviews and evaluates quality control data monthly for all POCT areas. Assists Pulmonary Department in reviewing and evaluating quality control data. Makes recommendations for corrective actions when necessary.
- Organizes and implements external Proficiency Testing programs for the POCT program including, ordering, distribution, pickup, data analysis and follow-up with Department Heads and Nurse managers. Maintains external proficiency records for all POCT and distributes proficiency specimens for testing areas.
- Acts as a resource to Nursing and other departments for on-going POCT operations. Supervises and coordinates lot switch of controls and test strips. Evaluates new lots of reagents and instruments for precision, linearity and accuracy before being put into use. Provides technical guidance and instruction about POCT instruments to POCT operators. Communicates changes or new compliance and accreditation standards to Nursing and Administration.
- In conjunction with the Laboratory Medical Director, evaluates new requests for point of care procedures. Assists in the administrative control of all new POCT kits, equipment, technology, and with the evaluation, implementation, and verification of new POCT instrumentation.
- Implements standards for new point-of-care testing which address: Written testing policies and procedures, Quality Improvement, Quality Control (QC), Proficiency Testing, Patient Test Management, Personnel, Reliability of testing procedures, Proper functioning of laboratory equipment and continuous compliance with applicable federal regulations and accreditation standards.
- Coordinates the LIS connectivity process with nursing, IT Administrators, LIS interface vendors, and instrument vendors. Continually monitors all processes of the LIS/HIS interface and keep open communication with support and interface vendor to ensure speedy remedies of problems as they occur.
- Provides continuing education to laboratory staff in the form of literature, handouts, and in-service presentations. Maintains records of laboratory continuing education.
- Meets regulatory and annual health assessment requirements.
- Displays a professional, courteous, and respectful attitude during interactions with all members of the staff and extended community and nurtures same in staff.
- Maintains high standards of service excellence in all interactions with patients, physicians, other departments and co-workers.
- Performs other duties as required by department.
Education Requirements:
- B.S. Medical Technology or equivalent required.
- Knowledge of CAP and POCT requirements.
- Previous LIS implementation and management experience strongly preferred.
- Excellent customer service and verbal and written communication skills.
- Strong people skills.
License/Certification/Registry:
- A.S.C.P. certification required.
