Cost Controller 

Job Description:
The position serves as a technical resource for Cost Management within the Global Turnaround Methodology (GTM) work process. This role supports the establishment of the overall cost baseline, with responsibility for reporting, monitoring, and controlling turnaround activities within the defined tolerances. The position coordinates data inputs from various core turnaround team members to ensure accurate forecasting and reporting of costs. Additionally, the role involves engaging with the turnaround steering and core teams to understand and address any deviations from tolerances, and to identify and implement actions to mitigate those deviations.

Key Responsibilities:

  • Integrate turnaround cost estimates, workhour estimates, and schedules into the Cost Management baseline.
  • Effectively utilize global cost management tools, templates, operating disciplines, and best practices.
  • Ensure adherence to the work process for cost management.
  • Play an instrumental role in establishing turnaround authorization costs and delivering required outputs on time with high accuracy and quality.
  • Establish a work breakdown structure based on work process norms and the turnaround execution strategy.
  • Lead the MRP (Materials Requirements Planning) process to ensure it accurately reflects the execution strategy and adds value.
  • Conduct cost reviews to ensure they are value-added.
  • Validate accruals against actual spending (using GR55 and other actuals reports) for Turnarounds (TAs).
  • Ensure all on-site vendors are included in the MRP for accurate cost tracking and forecasting.
  • Set expectations for vendor reporting and escalate to the TA Manager/TA Leadership when reports are not received in a timely manner.
  • Ensure shared indirect spending is agreed upon with the cost accountant prior to the 2.4 authorization phase.
  • Interface with key plant stakeholders, including steering team members, to represent the cost function.
  • Ensure committed funds, turnaround deviation notices, field change orders, and execution changes are accurately reflected in all cost documents.
  • Lead the turnaround team in developing accurate and realistic forecasts of all funds required to complete the turnaround within the defined budget and schedule, including analysis and trending.
  • Ensure accurate representation of cost data and forecasts in monthly reporting.
  • Participate in steering team meetings when costs are presented, addressing and highlighting any concerns as needed.

Experience/Qualifications:
  • Associate's or Bachelor's degree (short-cycle tertiary degree) in a related field, plus at least 3 years of hands-on experience in cost management, accounting, or finance.
  • In lieu of a degree, a minimum of 5 years of relevant experience is required.
