This is a long-term contract position which offers:

TASKS/SERVICES. The contractor shall: 

1. Management and coordination of all aspects of planning, design, and construction of multi-million-dollar projects.
2. Maintain close watch on the progress and status of assigned facility projects; take appropriate action to ensure that progress and schedules of the projects are not hampered.
3. Monitor schedule and cost of major projects for excessive cost overruns or claims.
4. Establish reporting systems to ensure that timely notification is provided to the government representative of any deviation from original budget or schedule.
5. Function as a recognized subject matter expert in the construction management field; plan and develop requirements, procedures, and directives necessary for carrying out new and renovation construction projects.
6. Provide strong leadership presence to represent DDCM at project meetings; lay out an organized and well-developed approach to construction management projects.
7. Provide excellent customer service to the NIH community through on-time, on-budget projects to support current and future research initiatives; provide positive and productive coordination with these groups to achieve target outcomes.
8. Perform on-site job walks and inspections to support construction execution.
9. Coordinate designs and studies including responses by design firms to permit review comments and review of plans to confirm the user objectives are being maintained.
10. Support COR (Contracting Officer Representatives) on the development of scopes of work, independent government estimates, and technical evaluations of proposals.

REQUIREMENTS. The contractor must have: 

1. Bachelor's degree in business management & Administration and/or related discipline
2. Four years of specialized experience would be equivalent to an Associate's Degree.
3. Experience with: oversight of building projects, renovations or refurbishments, strong communication skills, oral and written, & HVAC, Sustainability, Risk management
4. Excellent analytical, organizational and time management skills.
5. Experience with Software such as: MS Office, Adobe Acrobat, Microsoft Project, Microsoft Excel
