Job Summary

 

The PCA will be responsible for all financial touchpoints in a project's lifecycle. This includes but is not limited to: Assisting the proposal team with pricing activities, developing appropriate RFP responses, and supporting presentation materials. On awarded and internal programs, working cross-departmental to determine anticipated labor hours, materials, equipment, subcontractors, travel, etc.  required to complete a program, and monitoring throughout the duration of the program. Working with program managers and project engineers to develop and maintain MS Project plans monitor scope, schedule, and cost. Aiding in cost reporting, ad hoc reporting, and analysis, which is frequently utilized in making business decisions.  
 

Job Responsibilities

 

  • Review requests for proposal to identify and assist the proposal team in developing responses
  • Support proposal preparations including: bid/no-bid requirements; cost estimating; pricing; RFP review; risk mitigation; and negotiation
  • Support in Basis of Estimate (BOE) preparation; budget preparation; reporting and management; estimate at completion (EAC); scheduling and status; estimate to complete (ETC)
  • Analyze estimates against previous cost experience and recommend adjustments
  • Effectively communicate across multi-departmental teams 
  • Opening new and monitoring program time charging 
  • Provide guidance to team and senior management in the execution of new business cost proposals including providing counsel on RFP, FAR, CAS, and disclosure compliance issues
  • Establish and coordinate schedules, monitor and escalate problems
  • Develop cost / price models
  • Assist with pricing cost narratives, price strategy, risk assessment, business case analysis, and preparation / presentation of management briefings
  • Establish and coordinate project schedules, monitor and escalate issues accordingly
  • Conduct difficult analytical studies, monitor trends and be able to accurately interpret the results
  • Support, communicate, reinforce and defend the mission, values, and culture of the organization

 

The Ideal Candidate will have:

 

  • Strong contract compliance knowledge
  • Understand advanced financial analysis principles and have financial analysis skills
  • Working knowledge of IR&D/B&P/direct sell and allowable vs. unallowable cost
  • Ability to guide difficult analysis on programs
  • Strong communicator of financial issues/risks to non-financial personnel
  • Experience with monitoring and maintaining program Estimates at Complete (EAC)
  • Experience with MS Project or similar scheduling tools
Qualifications
  • Bachelor's degree in business, finance, accounting or related field and at least three years of progressive experience in a government manufacturing environment; Masters and/or relevant professional certifications preferred
  • Working knowledge of the FAR, DFAR, CAS & SOX
  • Understand financial analysis principles and have financial analysis skills
  • Working knowledge of IR&D/B&P/Direct Sell and allowable vs. unallowable costs
  • Strong computer skills (Excel, MS Office Suite, Visio, Costpoint, Pro Pricer, Power BI)


The pay scale for this position is $73,960/year - $105,761/year. The pay scale information is a general guideline only.  Several factors can influence the pay scale for a position including but not limited to, Federal Government contract labor categories and contract wage rates, collective bargaining agreements, geographic locations, business considerations, scope and responsibilities of the position, local or other applicable market conditions, and internal equity.  Other factors include the candidate's qualifications such as relevant prior work experience, specific skills and competencies, education/training, and certifications.
