General Summary of Position
The Senior Learning Consultant reports to the AVP of Learning and serves as a lead for multiple system wide learning programs that support strategic business initiatives to build leader capability and bench strength. The Senior Learning Program Manager: 1) is responsible for the design, development, and implementation of leadership development programs and courses, up to and including creation of learning strategy through evaluation, stakeholder management and communication, project team management, content delivery and vendor management, 2.) serves as the program SME and spokesperson and 3.) responsible for evaluating success, creating metrics and aligning programs with other strategic objectives, and 4) functions as part of a Center of Excellence by partnering and consulting with MedStar Health Human Resources and business leaders.


Primary Duties and Responsibilities

  • Contributes to the achievement of established department goals and objectives and adheres to department policies, procedures, quality standards, and safety standards. Complies with governmental and accreditation regulations.
  • Consultation and Strategy: Leads program and stakeholder discussions, including learning and gap analyses, data collection from key stakeholders and external/ internal research, to articulates business needs. Creates recommendations, from strategy through evaluation, and contracts with clients to create learning program/solutions that address needs, objectives, and desired outcomes. Partners with subject matter experts (SMEs) to ensure crisp learning offerings that are scalable, on time and within budget.
  • Project Management: Create project timeline, tracks progress and communicate status. Determine and document appropriate instructional method, and create and track metrics, including survey development. Plan and write program communications and implement sound change management practices. Influence key stakeholder relationships (HR, business leaders and companywide) to achieve program goals and objectives Manage vendor relationships, including RFP process and contracts, and software or platform associated with learning programs. Manage matrixed resources, depending on size and scope of program.
  • Design: Uses adult learning principles to design learning solutions (learning content, communications, program curriculum, tools, infographics, simulations, virtual courses, live experiences, etc.) to develop leader capability across all levels of leadership (emerging leaders, front-line leaders, mid-level leaders, senior leaders and executives) with varying skill levels and learning preferences. Engages instructional design process and best practices to ensure the quality and consistency of educational materials. Creates storyboards and works with technical developers for online course development, Q &A and placement on LMS or other platform.
  • Develop: Leads pilot of new courses, tools, approaches, technology, platforms, etc., and seeks feedback for improvement through focus groups, surveys or other means. Creates system wide launch plans. Manages launch/implementation and drives utilization and adoption through sound change management practices.
  • Facilitate: Delivers world class training, and facilitates meetings with Executives, key stakeholders and HR partners. Leverages various mediums including instructor led training (ILT), web-based/virtual training, blended learning 1:1 customized and or job aids. Prepares the learning environment, physical or virtual, for training. Facilitates formal and informal learning related to HR initiatives.
  • Participates as an active team member and contributor on work that supports the Organizational Effectiveness team, as well as Human Resources overall. Participates in multi-disciplinary quality and service improvement teams as appropriate. Participates in meetings, serves on committees, and represents the department and hospital/facilities in community outreach efforts as appropriate.

    Minimum Qualifications
    Education

    • Master's degree Human Resources, Organizational Development, Industrial/Organizational Psychology, Leadership Development, Human Resources Development, Instructional Design/Adult Learning, or related field (required) required
    • Experience

      • 10+ years 10+ years of experience working in a large, fast paced multi-site corporate setting managing, developing, designing, and evaluating leadership programs that span multiple levels of leadership from emerging and first-time leaders, to mid level, and senior leaders and executives. Significant experiencing leading projects and programs from needs assessment through implementation and measurement. Significant experience influencing key stakeholders, including executives. Experience creating competencies and mapping them to curriculum. Experience developing learning programs using ADDIE, SAM, AGILE or other instructional design processes. Experience delivering digital content delivered in a learning management system. required and
      • 10+ years required

      Licenses and Certifications

      • SHRM-SCP or related certification (SHRM, SHRM-CP) preferred or
      • Certified Professional in Learning and Performance (CPLP) Additional Certs: CPTM, Hogan, Gallup StrengthFinders, DDI, Proci or other change management certifications preferred

      Knowledge, Skills, and Abilities

      • Proven experience designing and implementing leadership development programs and courses for varying levels of experience and learning preferences
      • Exceptional project management experience and ability to influence key stakeholders and executives
      • Strong propensity to incorporate/embrace new technology, such as AI, ChatGPT, and other authoring tools to deliver content that is novel, crisp and scalable
      • Excellent communication and influencing skills - both in writing, in person and remote, 1x1 and large group facilitation
      • Experience with competency mapping and curriculum development
      • Experience with designing, developing and implementing instructor led (virtual and in person) as well as working with developers to create online modules and other eLearning solutions, and use of tools such as Storyline, RISE, SnagIT, SurveyMonkey preferred
      • Demonstrated knowledge of adult learning theory and application
      • Vendor management experience, including experience with LMS and other learning platforms
      • Strategic thinker who can keep the big picture in mind when delivering on the details; strong analytical/problem solving skills
      • Robust interpersonal skills in both client interactions and team interactions, skilled at influencing, relationship building and collaboration


      This position has a hiring range of $80,995 - $152,027
