Summary of Position NRECA's Finance department manages the accounting, financial planning and analysis, and procurement operations across a broad range of businesses that support NRECA and its affiliated organizations, trusts, and other entities. We are a team of dynamic individuals collaborating across NRECA to implement best practices and provide innovative business solutions. We enable the good stewardship of member funds across NRECA by diligently embracing our core values of transparency and fiscal responsibility. We are searching for a dynamic leader to direct a team of professionals providing financial and accounting services, government grant/contract pricing and administration, and compliance services to NRECA International - NRECA's International Programs Department (IPD) and Business and Technology Strategies Department (BTS). Key Responsibilities

  • Leads and manages financial, accounting, for IPD and BTS, ensuring timely financial statements, grant/contract billings, and accounts receivable management.
  • Oversees the preparation of Form 990 and other tax filings, foreign branch/subsidiary registrations, NRECA's annual Single Audit, and assist with the NRECA consolidate audit.
  • Directs the cost proposal process, including pricing models and proposal pricing strategies, and analyze proposal and contract risks. 
  • Manages grant and contract administration, ensuring compliance with financial reporting and procurement requirements.
  • Develops and manages indirect cost methodologies to maximize recoverable costs in compliance with government regulations.
  • Advises senior leadership on program implementation, procurement, logistics, and compliance issues, and supports business development initiatives.
  • Serves as the business owner or sponsor for Workday Accounting system upgrades and enhancements, and manage the Labor and Burdening process. 
Qualifications Required Qualifications and Skills
  • BS in Accounting or Finance with CPA or Government Grant/Contract Certificate
  • 10 or more years of experience in accounting and/or audit with at least seven years of experience in government grant and contract administration and compliance monitoring.
  • 5 or more years of management experience.
  • Experience working with senior management such as Board of Directors and Executive Staff.
  • Experience with USAID and/or DOE government grants and contracts including experience opening and closing foreign offices.
  • Experience with using financial systems and preparing financial statements.
  • Expertise in Regulations: Knowledge of 2 CFR 200, OMB Circulars, FAR, CAS, and GAAP, with a willingness to pursue additional training and certifications.
  • Internal Controls: Ability to evaluate the efficiency and effectiveness of processes and recommend cost-effective improvements.
Preferred Qualifications
  • CPA designation strongly preferred
  • Workday experience preferred
Essential Physical Requirements:
  • The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal and extensive reading.
  • Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
