Reports to the Center Director and is a salaried, exempt position.   Plans, organizes, administers, and controls the programs and activities necessary to effectively operate and meet the objectives of a Job Corps training center: career development and social development components. Demonstrates on-going commitment to preparing young people for the workforce by modeling, mentoring, and monitoring excellence in the eight Career Success Standards of:   workplace relations and ethics; information management; communications; multicultural awareness; personal growth and development; career and personal planning; interpersonal skills and independent living. 

Duties and Responsibilities:

  • Demonstrates and abides by Odle Core Values and operating principles. 
  • Responsible for the overall administration of the following components: career development and social development.  
  • Responsible for center meeting established goals and objectives and maintaining 100% OBS.
  • Always aware and familiar with the National Job Corps Office goals, regional business plan, projects and initiatives ensuring proper language is incorporated into Center goals. 
  • Ensures Center maintains the highest level of data integrity in all reporting and statics and metrics. 
  • Serves as Center Director as necessary. 
  • Responsible for meeting established goals and objectives. 
  • Builds a continuing relationship with community leaders and social, religious, civic, and service organizations. 
  • Keeps the Center Director abreast of all matters sufficient to warrant attention. Develops and maintains channels of communication with staff to provide a free flow of information to the Center Director. 
  • Conducts regular staff meetings.
  • Plans and prepares budgets to provide for current and projected activities.
  • Provides necessary reports for the Department of Labor and corporate headquarters.
  • Ensures that departmental reviews are conducted on a regular basis. 
  • Ensures that equal employment and affirmative action goals and objectives are met.
  • Clearly communicates and consistently models appropriate CSS and employability skills including personal responsibility and computer fluency.
  • Maintains accountability of staff, students, and property, adheres to safety practices in all areas of responsibility.
  • Cultivates and maintains a climate on center that is free of harassment, intimidation, and disrespect to provide a safe place for staff and students to work and learn.
  • Performs other duties as assigned

Education and Experience Requirements:          

  • Bachelor's degree with three years' experience in program management and direction in Job Corps or similar training program preferred. 
  • Prefer Master's Degree or equivalent combination of education and experience. Work with the program's targeted population is highly desirable. 
  • Valid driver's license with acceptable driving record preferred 

Additional Requirements: Ability to communicate effectively and establish rapport with the trainee population. Excellent communication skills, both oral and written. Ability to obtain and maintain CPR/First Aid certification. Good organizational skills. Ability to inspire and motivate staff. Knowledge of educational programs, including both academic and career training, contract administration, and fiscal analysis.  In addition, an individual must be able to interact with team members and maintain an effective working relationship with all facility staff and departments.
