Job Summary

The Assistant Vice President of Instructional Technology organizes and directs activities in distance education related to implementation and ongoing management of the State Authorization Reciprocity Agreements (SARA). The position provides leadership and coordination in the design and implementation of academic technology for online, hybrid, blended, enhanced and face-to-face courses. The AVP is responsible for overseeing a quality improvement process for online and hybrid/blended classes including guiding, training, and supporting faculty and staff who develop and use instructional technology strategies. The AVP collaborates with other departments, including Information Technology, to enhance the way technology assists faculty and students in the classroom.

 

Essential Job Functions:

 

Administration

  1. Lead all aspects of the NC-SARA process.
  2. Lead the continued work on institutional engagement related to distance education, including meetings, webinars, annual conferences, etc. 
  3. Manage internal operational support to ensure improvements are made and inefficiencies minimized in the NC-SARA Portal and related processes.
  4. Manage all requirements of NC-SARA and update processes on both campuses as policy changes are approved through the NC-SARA Policy Modification Process.
  5. Develop and implement a strategic vision for instructional technology that aligns with the institution's mission and goals.
  6. Lead the instructional technology team in identifying and integrating emerging technologies to enhance learning outcomes and operational efficiency.
  7. Establish policies, procedures, and best practices for the use of instructional technologies.
  8. Review and evaluate instructional technology plans and associated budgets to ensure consistency and effective allocation of resources to support institutional priorities.
  9. Oversee planning and operations of online learning programs, ensuring quality of online instruction, and developing faculty development initiatives for distance
  10. education.
  11. Supervise and evaluate instructional technology staff, fostering a culture of excellence and innovation.
  12. Serve as a liaison between the instructional technology team, faculty, IT, and other institutional departments.

Faculty Training

  1. Oversee the design, development, and delivery of faculty training on best practices for traditional and distance education.

Instructional technology coordination

  1. Coordinate with other campus units to provide technical support and expertise for instructional technology.
  2. Oversee the management and delivery of learning management system (LMS) and related platforms.
  3. Lead the implementation and integration of a course design standard into the design, delivery, and assessment of online and hybrid courses.
  4. Oversee instruction and curriculum design in e-learning projects, training programs, and annual conferences. 
  5. Assist faculty in developing curriculum materials and facilitate the selection and installation of educational technology systems.

Advocacy

  1. Advocate for institutional support for individual efforts to create and implement instructional technology.
  2. Assess the effectiveness of instructional technology initiatives and recommend improvements based on data and feedback.

 Compliance/Reporting

  1. Ensure accessibility and compliance with ADA standards in technology use.
  2. Manage institutional compliance with NC-SARA guidelines, ensuring continued authorization for distance education in participating states.
  3. Oversee the annual NC-SARA reporting process, including data collection and submission to governing bodies.
  4. Monitor changes in state and federal regulations related to distance education and provide recommendations for institutional policies.
  5. Serve as the liaison to NC-SARA and regional compact organizations, maintaining strong relationships with regulatory agencies.
  6. Serve as the primary institutional contact for online course quality.
  7. Maintain records of review process for hybrid/online courses and provide regular reports on progress and achievements.
  8. Stay informed on trends and advancements in instructional technology and integrate relevant innovations into institutional practices.

Position Qualification

Minimum Qualifications:


Education:
Doctorate degree


Work Experience:

  • Minimum of three years of experience in the profession.
  • Minimum of three years of relevant, successful administrative/leadership experience in the area of distance learning.
  • Minimum of three years of full-time higher education teaching experience.

Knowledge, Skills, and Abilities:

  • Solid knowledge and understanding of higher education and NC-SARA policy. 
  • Organizational skills to effectively manage multiple priorities and complex projects. 
  • Ability to effectively implement NC-SARA-related policies and procedures to help achieve organizational goals.
  • Ability to manage multiple priorities imposed by frequent deadlines, peak workloads, and public/student contact.
  • Communication skills – Must be able to communicate verbally and in writing with clear, grammatically correct English and prepare complex reports on deadline; requires interaction with supervisors, faculty, and students using tact, discretion, and independent judgment.
  • Oversee faculty development for the learner management system, in-service, and other areas as needed.
  • Demonstrated passion for assisting faculty, staff, and students and representing the OSU brand with positivity and professionalism.
  • Demonstrated history of ethical and professional behavior.

Preferred Qualifications:

  • Five years of administrative experience
  • Experience in evaluating online course quality

Working Conditions:

  • Must be able to work a flexible schedule to include some evenings and weekends.
  • Work will be performed in an office environment with a significant amount of public contact, in person, by telephone, via email, and various communication platforms.

Physical Requirements:

  • Duties require extended periods of sitting, talking, and listening.
  • Duties require extensive use of computers, telephone, and other office equipment.
  • Requires possible lifting of up to 25 lbs. (If an object weights more than 45 lbs., OSU requires this to be a two-person lift).
