SAIC is seeking a Chief of Staff to join our energized team to support the Department of Air Force's (DAF) mission to establish and maintain the Advanced Battle Management System's (ABMS) Digital Infrastructure (DI). ABMS is the Air Force's latest effort to create a next-generation command and control (C2) system and is a top modernization priority for the DAF. ABMS will be the backbone of a network-centric approach to battle management in partnership with all the services across the Department of Defense. The broader effort known as the Joint All Domain Command and Control (JADC2) is focused on rapid integration of capabilities and modernizing the decision-making processes for combat operations.

To accomplish the DAF's mission, the government, in partnership with the ABMS Consortium, will develop a deployable digital infrastructure which connects the DAF's Lead Wing in support of Agile Combat Operations, to enable information sharing across multiple echelons and multi-domains and provide decision superiority to tactical, operational, and strategic customers. The PDT is comprised of industry leaders in systems engineering, digital engineering, model-based systems engineering, cyber security, integration & test and operations and sustainment, working together in a collaborative environment to delivery critical capabilities to our warfighters.

The Chief of Staff is responsible for the following:

  • Plan, direct, schedule, and execute all elements of the statement of Work (SOW).
  • Manage large-scale concurrent development projects (HW/SW), to include cost estimating and management, schedule development, performance monitoring, and reporting.
  • Oversee program staffing, working closely with the consortium to identify, interview, and select well-qualified candidates for staff.
  • Optimize program leaders time, including managing scheduling conflicts and coordinating key meetings.
  • Serve as a liaison between the executive & key stakeholders, ensuring alignment on program goals & priorities
  • Drive transparent and consistent communication across leadership, departments, or teams
  • Identify opportunities to streamline workflows and optimize project management methodologies, resulting in improved outcomes and reduced inefficiencies.
  • Explore emerging technologies and tools that can improve program management, collaboration, and communication among product team members, DI consortium, and stakeholders.
  • Establish and maintain governance structures and frameworks to support effective decision-making and program oversight within program.
  • Provide direction, thought leadership, and feedback to the PDT Leads and program staff.

Qualifications

Required Skills:

· U.S. Citizenship is required.

· DoD Secret clearance: ability to obtain DoD Top Secret SCI.

· Bachelor's degree and 15 years of experience, or a Master's with 13 years, or a PhD with 10+ years of experience.

· Strong organizational, written, and oral communication skills.

· Demonstrated ability to work collaboratively with widely dispersed team members.

· Proven ability to build strong, lasting relationships with customers and work effectively to collaborate in a dynamic, fast paced, team-oriented environment.

Desired Qualifications:

· Prior experience working with the Department of the Air Force.

· Working knowledge of Agile development program management principles.

· Demonstrated experience in a leadership position of 20 or more personnel.

Target salary range: $80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
