SAIC is seeking an XT-CS-CIO Task Lead to serve as the Primary Point of Contact (POC) for the integrated XT-CS-CIO function under the DC3 TABO Task Order.

 

The XT-CS-CIO Task Lead will provide overall management and oversight of all activities performed by contractor personnel, including subcontractors, to satisfy the requirements identified in the PWS. 

The lead will facilitate Government and Contractor communications, use industry-best standards and proven methodologies to track and document requirements and activities to allow for continuous monitoring and evaluation by the Government, and ensure all tasks are accomplished in accordance with the PWS. 

The lead is responsible for the quality and efficiency of the Contractor's performance and shall assist the Government with all financial and business processes of the PWS, excluding inherently Governmental functions.

This role requires a senior IT leader with deep expertise in cybersecurity compliance, risk management, cross-directorate coordination, and enterprise IT governance — serving as the integrating authority across the XT, CS, and CIO functions.

This opportunity supports the DoD Cyber Crime Center (DC3) — a Federal Cyber Center that delivers cyber capabilities to law enforcement, cybersecurity, and national security partners across the government.

 

This is a fully onsite position (Linthicum, MD); REQUIRES a TS/SCI, a CISSP & PMP Certification.

 

The contract provides IT infrastructure, cloud/hybrid architecture, DevSecOps, data strategy, AI/ML, and cybersecurity support across DC3 facilities in Maryland, Texas, Alabama, and Japan. Contractor teams are directly responsible for building, maintaining, securing, and defending DC3's global IT enterprise — from enterprise architecture and cloud migration to incident response and compliance with DoD cybersecurity frameworks — ensuring DC3 can continue its mission-critical cyber operations.

This role is pivotal in driving the successful execution of enterprise IT and cybersecurity initiatives by developing robust strategies, overseeing detailed project planning, and ensuring the smooth operation of the directorate. The ideal candidate will be a strategic thinker with a strong background in IT portfolio and project management. The CIO Services Task Lead is responsible for providing high-level strategic and operational support to the Chief Information Officer and the directorate, developing robust strategies, and ensuring the smooth operation of the CIO Directorate.

 

Key Responsibilities:

• Serve as the primary POC for the integrated XT-CS-CIO function
• Implement and maintain cybersecurity compliance frameworks including NIST, ISO 27001, or CMMC to ensure organizational compliance
• Oversee regular cybersecurity risk assessments and vulnerability testing to identify and mitigate emerging threats
• Coordinate internal and external security audits to validate the effectiveness of controls
• Coordinate tasks among different project teams and manage cross-team dependencies to prevent resource conflicts
• Lead crisis response efforts during major breaches, ensuring timely detection, containment, and recovery
• Oversee the selection and management of third-party security vendors; ensure acquisitions meet organizational security standards
• Drive a "security-first" culture by leading organization-wide cybersecurity education and training programs
• Maintain the authority to make binding decisions for the Contractor's organization and proactively alert the Government to potential contractual, programmatic, or resource limitation issues
• Ensure all IT and Cybersecurity programs align with the DC3 mission and strategic goals

Qualifications

Required Qualifications

• Active or eligible for Top Secret/Sensitive Compartmented Information (TS/SCI) clearance
• Minimum 5 years of experience in IT leadership and accountability (e.g., responsible and accountable for the effective implementation of IT management responsibilities)
• Minimum 5 years of experience in IT strategic planning (e.g., strategic planning of all IT management functions)
• Minimum 5 years of experience in IT workforce management (e.g., assessing agency IT workforce needs and developing strategies and plans for meeting those needs)
• Minimum 5 years of experience in IT budgeting (e.g., annual and multi-year IT planning, programming, and budgeting decisions)
• Minimum 5 years of experience in IT investment management (e.g., managing, evaluating, and assessing how well the agency is managing its IT resources)
• Minimum 5 years of experience in Information Security and Privacy (e.g., establishing, implementing, and ensuring compliance with an agency-wide information security program)
• Minimum 5 years of experience in Digital Equity and Accessibility (e.g., ensuring digital accessibility of information and telecommunication technologies for the workforce)
• U.S. Citizenship required

 

Desired Qualifications

• Certified Information Systems Security Professional (CISSP) or equivalent senior cybersecurity certification
• Project Management Professional (PMP) certification
• Experience with NIST SP 800-37/800-53 RMF processes and ATO/cATO management in a DoD environment
• Experience with ISO 27001 and CMMC compliance frameworks
• Experience leading cross-functional IT and cybersecurity teams in a DoD or Intelligence Community environment
• Experience with third-party vendor security management and supply chain risk management
• Experience with DC3, AFDW, or similar DoD cyber mission organizations

Target salary range: $200,001 - $240,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
