SAIC's Horizon 2 program is seeking a Cyber Engineer to support the U.S. Space Forces mission of delivering warfighter capability via the Space Systems Command's Battle Management, Command, Control and Communications weapon system portfolio. This position is available in El Segundo, California.   

The Horizon program is supporting Government weapon systems program offices with subject matter experts that have a background with the Space-based and, or Ground Systems including Command & Control services. Horizon team members provide systems engineering development and integration expertise in support of various capabilities that protect and defend the Nation's most valuable space assets. Our team is at the forefront of the advising and assisting the Government with their architecture and full lifecycle systems engineering processes that enable key systems (e.g., satellites and their ground systems, ground-based space systems and their command and control capabilities) to meet warfighter needs.  

Typical responsibilities include:

  • Lead contractor team on implementation and maintenance of the Risk Management Framework (RMF) process, ensuring compliance with latest federal cybersecurity policies and regulations
  • Develop, review, and maintain RMF Body of Evidence (BoE) including System Security Plan (SSP), Plans of Action and Milestone (POA&M), Incident Report Plan, Contingency Plan, and Continuous Monitoring Plan
  • Develop, review, and maintain Assessment & Authorization (A&A) plan to support Authority to Operate (ATO) renewal
  • Lead cybersecurity liaison between Information System Owner (ISO), A&A staff, contractor cybersecurity support team, and other systems' cybersecurity supporting staff
  • Review Security Impact Analyses (SIAs) for systems joining and modifying the system boundary
  • Draft and maintain Interconnection Service Agreement (ISA) with other external systems

Qualifications

This is you:

  • Bachelor's degree fourteen (14) or more years of related experience with:
    • The NIST Risk Management Framework (RMF), including NIST SP 800-37, 800-53, SP 800-53A, and FIPS 199/200.
    • Supporting federal A&A efforts and maintaining system security BoEs.
  • Must have an in-scope security background investigation (T5 or SSBI), adjudicated for SCI eligibility and enrolled in the Continuous Evaluation program (if applicable).
  • Must be willing to be nominated for access to Sensitive Compartment Information and Special Access Programs and willing to consent to a Polygraph examination.

Desired Skills: 

  • Bachelor degree in computer science, or related engineering specialty. 
  • Advanced degree in cyber security.
  • Experience within the National Security Space and, or the Space Control mission area.
  • Experience working in development environment and, or U.S. Government weapons system program office.
  • Professional certification: ISC2 CISSP or CISM or equivalent.

Target salary range: $160,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
