SAIC is seeking a DCAPES Analyst to join out team in Arlington, Virginia.
This position will sit at the Pentagon.
This individual will be a key liaison, coordinating closely with HAF's Directorate of Plans and Integration (AF/A1X) on personnel readiness policy and DCAPES functions, the Air Force Personnel Center (AFPC) concerning AFFORGEN policy execution, and AF/A3OD for DCAPES UTC Availability (UTA) validation, particularly for Employed In-Place (EIP) units and Directed Function Teams (DFTs).
Responsibilities:
- Utilize DCAPES for Readiness Reporting: Navigate, analyze data from, and fully employ all functionalities of DCAPES, including its interface with JOPES, to accurately capture and reflect force readiness, particularly for sourcing, tailoring, and informing DRRS reports.
- Apply Readiness Reporting Knowledge to DRRS: Demonstrate comprehensive knowledge of Air Force readiness reporting principles, processes, and systems (including DRRS) to analyze DCAPES data, inform capability assessments, and refine DRRS reporting outputs.
- Collaborate on FAM Processes for Readiness: Engage with Functional Area Managers (FAMs) to ensure the accurate representation of force planning, personnel, and equipment readiness data within DCAPES and its translation into DRRS reports, aligning with OFAMO functions and requirements.
- Coordinate Inter-Staff Activities for Readiness Data Flow: Facilitate and contribute to cross-functional coordination, particularly among FAMs and readiness support offices (e.g., operations, logistics, manpower, personnel, MEFPAK), to ensure the timely and accurate flow of DCAPES data into DRRS.
- Conduct Inter-Agency DCAPES Coordination for DRRS Accuracy: Actively engage with key Air Force entities including AF/A1X, AFPC, AF/A3OD, Air Component Headquarters, and Unit Commanders on DCAPES operations, policy, and data accuracy to ensure reliable readiness information is reflected in DRRS reports.
- Communicate Readiness Insights Effectively: Articulate complex DCAPES-derived readiness information clearly and concisely, both verbally and in writing, to diverse audiences including senior leadership and technical teams, to support strategic and operational decision-making based on DRRS.
- Working with interdisciplinary teams, various major commands, higher headquarters, Office of the Secretary of Defense, and other stakeholders.
- Drafting and presenting readiness briefs to leadership and command readiness offices.
- Research and support readiness requests for information (RFIs) and data requests from Congress, USAF Senior Leaders, Functional Area Managers (FAMs), Major Commands (MAJCOMs) and their Command Readiness Office (CRO).
- Prepare executive level correspondence, white papers, review, and provide content and comments on AF policy (doctrine, instructions, supplements, etc.).
- Work with DRRS development team to provide input on system requirements, user acceptance testing, and to create/develop Business Intelligence (BI) queries utilizing Cognos, in support of customer requirements.
Qualifications
Required Education:
Bachelors and ten (10) years or more related experience; Masters and eight (8) years or more experience; PhD or JD and five (5) years or more experience.
Qualifications:
- Understands the intricacies of DCAPES and with knowledge of for the Air Force uses the system towards war planning and execution.
- Understands how DCAPES directly interfaces with JOPES via near real time automated data exchange services.
- Deep Expertise in DCAPES: Proven ability to navigate, analyze data from, and utilize all functionalities of DCAPES, including its interface with JOPES and support for sourcing and tailoring.
- Knowledge of Air Force Personnel and Force Management Policies: Understanding of policies and roles related to AF/A1X personnel readiness policy and DCAPES functions, AFPC execution of AFFORGEN policies, AF/A3OD oversight of DCAPES UTC Availability (UTA) and AFFORGEN capabilities, and Air Component Headquarters responsibilities for Unit Line Numbers (ULNs) in DCAPES/JOPES.
- Strong Understanding of Readiness Reporting: Comprehensive knowledge of Air Force readiness reporting principles, processes, and systems, including DRRS.
- Familiarity with Functional Area Manager (FAM) Processes: Understanding of the roles and responsibilities of FAMs in force planning, readiness reporting, and policy development, specifically related to the OFAMO's functions.
- Understanding of Inter-Staff Coordination: Demonstrated ability to understand and contribute to cross-functional coordination, particularly between FAMs and readiness support offices (e.g., operations, logistics, manpower, personnel, Manpower and Equipment Force Packaging System (MEFPAK)).
- Knowledge of EIP and DFT Management: Specific understanding of the AF/A3OD approval authority for EIP designation in DCAPES UTA, the associated MilPDS AEFI coding, and the management of approved DFT and EIP lists within the UTA module library.
- Effective Communication Skills: Ability to clearly and concisely articulate complex information, both verbally and in writing, to diverse audiences including senior leadership and technical teams.
- Staff Experience including briefing and presenting to senior leadership
- Readiness Background (e.g., Unit Deployment Manager, DCAPES experience, DRRS familiarity, Global Force Management (GFM)
- Strong communications skills (oral and written): Ability to effectively communicate and coordinate with stakeholders and leadership at various levels.
- In-office work expectation and willingness to travel (including foreign travel)
