JOB DESCRIPTION:
The Navy Business Group currently has a career opportunity for an Electronic Warfare (EW) / Information Warfare (IW) subject matter expert (SME) to provide training exercise scripting and Information Systems support to Tactical Training Group Atlantic (TTGL).
The ideal candidate will be an experienced U.S. Navy officer or senior enlisted EW/IW SME (at least ten years of experience) with experience in fleet training policy and standards. A candidate with a working knowledge or understanding of U.S. Navy fleet training policy and programs, the Optimized Fleet Response Plan (OFRP), the Fleet Response Training Plan (FRTP), and Fleet Training Continuum (FTC) is highly desired for this position. In addition, he/she will have excellent public speaking, presentation, and time management skills, as well as experience in:
· U.S. Navy fleet operations, policy, systems, and staff procedures.
· Managing / prioritizing large, complex projects involving numerous stakeholders.
· Leading working groups and cross-functional teams.
· Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables.
· Engaging Senior Staff at the Flag Officer/Director/Manager level.
· Conducting fleet readiness analysis/assessment to identify gaps, training needs and solutions.
Specific Functional Area duties include, but not limited to:
· Provide expertise and support on applicable tactical and operational-level joint, coalition and service doctrine with respect to synthetic war-game scenario generation.
· Review applicable Combatant Commander (CCDR) and theater-specific contingency plans and theater-specific OPLANs.
· Assist the Joint Exercise Control Group (JECG) in the development of the scenario, road-to-crisis, operational environment and specific storylines that ensure the commander's EW training objectives are accomplished.
· Utilize the MSEL tool to track synthetic war-game storylines and specific events daily.
· Participate in the development of collection plans in support of Observer/Trainers (O/Ts) to aid in the preparation of After Action Reports (AARs) and daily summary reports.
· Participate in the development of the AAR based on observations of the training audience during exercise execution.
· Assist in the development and execution of warfare training curriculum utilizing synthetic war-gaming software (JSAF/JAWS, etc.) for synthetic events/exercises (FST-GC/J/S, BMDEX, SLAMEX/TLAMEX, NUWTAC, LSE, TFCC Trainers, academic courses, etc.) and support of live events as required.
· Support the development of exercise documents to include manning documents, messages and orders to include, but not limited to, OPORDs, exercise directives and exercise game books.
· Provide support for EW white cell elements of synthetic training events/exercises and support of live events as required.
· Assist in the development of synthetic exercise EW injects to enable the accomplishment of training objectives for synthetic training events and support of live events as required.
· Assist government leads in the development of synthetic scenarios to include analyzing, evaluating, refining, updating, and implementing the existing Navy Training ELINT database to make it suitable for a training environment. This will support all USFF/CSG4 LVC events to include FST-GC/J, TFEX, SUSTEX, ARG-MEU-EX, Group Sail, and C2X.in accordance with current Naval/Joint doctrine, TTPs, and forward deployed Fleet requirements; ensuring all training objectives are accomplished.
· Provide recommendations for the development of synthetic augmentation from an EW perspective (entities, scenario elements, simulator operators, etc.) to enhance synthetic and live training exercises.
· Assist in development of exercise documents related to EW, to include exercise documents, messages and orders, to include but not limited to Fragmentation Orders (FRAGORDs), OPORDs, MSELs, exercise directives, exercise game books, and exercise design.
· Provide government leads with appropriate observations/lessons learned regarding EW from LVC training exercises to ensure relevant changes are incorporated in future exercises.
Qualifications
REQUIRED BACKGROUND / EDUCATION / SKILLS:
· U.S. citizen with Bachelor of Arts or Science degree and 10 years experience. 4 additional years of experience in lieu of degree. Active Top Secret clearance with SCI eligibility.
· Active military duty experience including recent fleet training experience at or above the mid-grade officer or senior enlisted level.
· Two (2) years of experience in the following:
o Configuration and operation experience for one or more of the following systems:
§ Tactical Warfare Modeling and Simulation Systems such as JSAF, JAWS, or BFTT
§ Advanced Training Domain (ATD)
§ Navy Surface Electronic Warfare Team Trainer (SEWTT) for AN/SLQ-32 electronic warfare system
§ Battle Force Electronic Warfare Trainer (BEWT) and other EW-related training systems
§ Automated Scripter Simulator Exercise Trainer (ASSET)
§ JTT and other equivalent equipment onboard and Live, Virtual, Constructive (LVC) IW related training systems and data sets SG or NFC or equivalent involving TLAM training
o EW operational and training database management experience or modeling and simulation enumerations and entity mapping database management experience
o Developing and modifying training event/exercise scenarios
o Trainer, team and/or project leadership
· Experience designing custom EW/IW training to meet training objectives
· Superior knowledge and proficiency in analytical methodology, assessments, and program evaluation with commensurate expertise in preparing project papers, senior management level briefings / presentations and executive correspondence.
· Proven written and verbal communication skills and ability to act independently and manage time effectively.
· Experience in use of MS Office (e.g., Word and PowerPoint) products.
DESIRED BACKGROUND / EDUCATION / SKILLS:
· Comprehensive understanding of all phases of the OFRP / FRTP.
· Familiarity with the OFRP, FRTP and Fleet Training policy documents, including the Fleet Training Continuum (FTC).
· Understanding of the Fleet training Command and Control (C2) structure.
