SAIC is seeking an Exercise Planner to support the US Air Force Collaborative Operations for Battlespace Resilient Architecture (COBRA) program at the Multinational Aircrew Electronic Warfare Tactics Facility Polygone in Oberambach, Germany. 

 

 

COBRA provides for the implementation, integration, development, and delivery of training and technology solutions to support the US Air Force, Department of Defense, and mission partner multi-domain operations (MDO) within the Joint All-Domain Command and Control (JADC2) strategy.  

 

 

Overview:

Exercise Planner is responsible providing recommendations to high-level officials on the planning, integration, and execution air operations during joint or combined exercises. These roles are typically found in Operational Support Squadrons, Air Operations Centers (AOCs) or Joint Staff support teams to enhance operational readiness through Collective Joint Training (CJT). 

 

 

The Exercise Planner will:

  • Lead planning and execution of exercise air missions, translating strategic objectives into air tasking concepts, campaign phasing, and operational timelines. 

  • Manage the Mission Operations Coordinator team

  • Brief senior leadership and deliver project status updates throughout the Joint Exercise Life Cycle (JELC). 

  • Coordinate with U.S. forces, international air force units, and exercise planning organizations to align mission requirements with 19th EWS resources.

  • Use and maintain scheduling and planning tools such as Microsoft (MS) Outlook, the Center Scheduling Enterprise (CSE), and the Dynamic Mission Operations Scheduling System (DMOSS).

  • Plan, track, and de-conflict personnel, materiel, and equipment assignments to maximize availability and prevent scheduling conflicts.

  • Maintain accurate organizational situational awareness regarding local and remote operations.

  • Coordinate 19th EWS participation in planning conferences, site surveys, and exercises.

  • Arrange logistical support for participating personnel, including billeting, ground transportation, air transportation, and diplomatic clearances in accordance with applicable Foreign Clearance Guides.

  • Maintain accurate communication and coordination with all customer organizations to ensure seamless mission execution.

  • Participate in formal/informal training events as required/directed to maintain tactical/technical skills.

  • Contract position will support any additional related duties as required. 

 

Qualifications

Required Experience/Qualifications

  • US Citizen and Active U.S. Top Secret / SCI and be eligible for NATO Secret indoctrination.

  • Bachelor's degree and ten (10) or relevant years of experience in lieu of degree.

  • Extensive experience utilizing the Joint Exercise Lifecycle (JELC) process and Air Force Planning Process (AFPP), or service equivalent.

  • Experience in mission scheduling, operations support, logistics coordination, or similar functions.

  • Ability to effectively use scheduling, planning, or resource-management tools.

  • Strong coordination and communication skills to interface with U.S. and international mission partners.

  • Ability to manage multiple simultaneous requirements and resolve scheduling conflicts.

  • Understanding of mission-planning processes, travel coordination, and clearance requirements.

 

Desired Experience/Qualifications:

  • Graduate of the US Air Force's Air Command and Staff College, or service equivalent.

  • Project Management Professional (PMP) Certification.

  • Three (3) years or more experience as the Lead Planner of multinational military exercises.

  • Familiarity with foreign clearance processes and international mission planning.
