SAIC, a leading provider of systems development & deployment, targeting & intelligence analysis, systems engineering & integration, and training capabilities and solutions for the Intelligence Community, is seeking a Federal Laboratory Systems Engineer to provide systems engineering and technical advisory (SETA) services to a United States Government customer in Chantilly, VA.  SETA contractors provide analysis and engineering services in a consulting capacity, working closely with the government's own engineering staff members. In this position, you will help customer teams execute authorities associated with the agency's designation as a Federal Laboratory. Work will emphasize technology transition/transfer between the agency and industry and academia using innovative non-FAR-based acquisition capabilities.

Key Responsibilities:

  • Design, execute, and manage Partnerships Intermediary Agreements (PIA), Cooperative Research and Development Agreements (CRADA), and Educational Partnership Agreements (EPA).

  • Work closely with customers to identify promising research and development (R&D) topics and use PIAs/CRADAs/EPAs to execute the envisioned R&D.

  • Collect, analyze, and report metrics on the R&D workflow and determine bottlenecks.

  • Engage in outreach activities with stakeholders in the customer's organization to identify transition partners for successfully completed R&D projects; Track technology transfers from an R&D office to operational users.

  • Engage and coordinate activities with other Federal Laboratory entities, as well as academia, industry, and government organizations.

  • Communicate technical concepts and information via written and oral communications.

Qualifications

  • Qualifications:

  • Active TS/SCI with Poly.

  • BS degree in Science, Technology, Engineering, or Math with 10 years of relevant experience.

  • Effective interpersonal skills and strong briefing and writing skills.

  • Aptitude for on-site SETA work.

  • Good working knowledge of MS Office applications.

  • Experience with Patents and Intellectual Property (IP) is desired.

  • Experience working with Confluence and JIRA desired.
