JOB DESCRIPTION:

SAIC is seeking a highly qualified candidate in Chantilly, VA to support the end-to-end processes for budget and resource management, as well as executive program support.  Our customer is seeking a candidate to support these functions, with the skills, experience and expertise described below:

RESPONSIBLITIES INLCUDE, BUT LIMITED TO:

  • Provide support across all facets of the customer's financial performance and processes, while adhering to all customer's policies for fiscal and risk management
  • Design, implement, perform and evolve processes, procedures, and reporting to support the customer's use of funds and subsequent reporting
  • Monitor and provide analysis of spending trends, obligation, and execution rates, in coordination with the customer leadership and entities
  • Perform the day-today processing of budget for committing, obligating, and expensing funds
  • Prepare supporting documents for budget exercises, over-guidance, unfunded calls, and reprogramming
  • Prepare briefings, budget, spend plans, and programmatic activities to support the customer's reporting requirements
  • Implement processes and procedures supporting SLA establishment as well as providing expert guidance on contractual requirements, obligations, and funding tenure
  • Reconcile spend plans with actual and planned expenditures and recommends options to address potential over-or-underutilization of resources
  • Perform short-term and long-term financial trend analysis leveraging data from customer financial services
  • Design, implement, and improve processes and procedures for planning out-year budgeting
  • Support the development and drafting of the customer's contributions to the Congressional Budget Justification Book and related Budget planning exercises

Qualifications

REQUIRED SKILLS:

  • Active TS/SCI W POLY
  • Ten (10) years of total experience, with at least three (3) years supporting the customer, formulating and executing budget and monitoring all phases of the spend plan process, to include reprogramming funds, proactively identifying areas of concern, and identifying and implementing solutions
  • Demonstrated experience using customer specific applications for budget monitoring and execution
  • Demonstrated experience in performing day-to-day processing and monitoring of budget using the customer's system(s) to commit, obligate and expense funding
  • Demonstrated experience in the customer's unique fiscal authorities, regulations, policies and corporate decision-making priorities and processes
  • Demonstrated experience in using commercial off the shelf applications for managing budget execution, individually and in a team environment
  • Demonstrated experience developing and producing budget and finance reports to effectively communicate information about complex resource mission data to diverse sets of customers and varying experiences in resource management
  • Demonstrated experience effectively supporting ad hoc and recurring tasks to answer inquiries about current budget execution, and out-year budget planning
