SAIC is looking for a highly motivated and detail-oriented Strategic Financial Reporting Planner to join our team in Herdon, VA, supporting a critical customer mission in a fast-paced, dynamic environment. This position plays a vital role in ensuring the success of the customer's objectives by providing financial expertise as well as business program and project management, financial reporting and analysis, and business process improvement. 

The customer manages complex acquisitions and operations that depend on resources from a wide range of internal and external stakeholders. Ensuring seamless program execution requires an in-depth understanding of both current and planned acquisitions and operations, including their priorities, schedules, and resource requirements.  This role will require extensive interaction with diverse stakeholders to gain that understanding. Using this knowledge, you'll develop department plans aligned with budget timelines, supporting efficient resource allocation, funding documentation, tracking, execution, and reporting.

IMPORTANT NOTE: 

  • This position is for a contingent offer and is dependent upon contract award.  SAIC is currently pursuing this opportunity, and employment is contingent upon the successful award of the contract to SAIC and your ability to meet the required qualifications.

  • The selected candidate must be available to begin work within 30 days of the contract award.

 

Key Responsibilities:

  • Analyze and recommend Incremental (Accelerated) Equipment Billing for Full-Service Projects.
  • Analyze Projects for accounting treatment as Capital Assets, compiles and saves sufficient, competent supporting documentation for all capitalized assets.
  • Respond to comments and questions from customer on special tasks, audit inquiries, Asset Discrepancy Listing, SOPs, and liaison work.
  • Advise leadership on strategic initiatives, and policies & procedures affecting financial management and accounting.
  • Advise leadership regarding Appropriations Law, Bona Fide Need, Recording Statute, and Validity of Obligations.
  • Advise leadership on SLA Compliance and interpretation of Terms & Conditions
  • Work seamlessly with partner contractors and government personnel at all levels to develop and implement business process improvements.
  • Analyze and recommend all Incremental (Accelerated) Equipment Billing for Full-Service Projects.
  • Analyze projects for accounting treatment as Capital Assets, compile and save sufficient, competent supporting documentation for all capitalized assets.
  • Work with financial controller to respond to comments and questions from CSS on special tasks, audit inquiries, Asset Discrepancy Listing, SOPs, and liaison work.
  • Assist the procurement team for annual audit for the inventory samples, findings, and variances, and explain SOP for the Inventory balances reconciliation between the general ledger inventory account and reports.
  • Advise financial controller on Institutional Memory regarding strategic initiatives, and all policies and procedures affecting Sponsor's financial performance.
  • Create, collect, and analyze measures to identify the effectiveness of business, functional and technical processes for new and existing projects and programs, identifying risks and recommending possible solutions from finance perspective.
  • Advise financial controller and management regarding Appropriations Law, Bona Fide Need, Recording Statute, and Validity of Obligations.

Qualifications

  • Active TS/SCI with polygraph
  • TYPICAL EDUCATION AND EXPERIENCE: Bachelors and ten (10) years or more of related experience; master's and eight (8) years or more experience; PHD or JD and Five (5) years or more experience.
  • Experience supporting the IC with tasks of similar scope.
  • Possess knowledge of key terminology and definitions of Strategic Planning and Organizational Performance Management. 
  • Should have knowledge of the concepts of business process reengineering and process improvement.
  • Possess knowledge of funding
  • In-depth knowledge of financial and accounting principles, including capital asset accounting, Appropriations Law, Bona Fide Need, Recording Statute, and financial compliance requirements.
  • Proven ability to analyze and classify projects for accounting treatment as capital assets, including compiling and maintaining sufficient supporting documentation for all capitalized assets.
  • Strong analytical and problem-solving skills to evaluate Incremental (Accelerated) Equipment Billing and recommend solutions for Full-Service Projects.
  • Demonstrated experience in advising leadership on strategic financial management initiatives, policies, and procedures, ensuring compliance with financial regulations and improving organizational processes.
  • Proven ability to collaborate across teams and functions with partner contractors, procurement teams, and government personnel to develop and implement business process enhancements and respond effectively to audit and compliance inquiries.
Target salary range: $160,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
