SAIC is seeking an Information Operations (I/O) Lead Planner with Military Information Support Operations (MISO) experience to be responsible for integrating information operations into military planning and execution.  Requires a comprehensive understanding of both I/O and MISO to effectively plan, coordinate, and execute operations that influence adversary, neutral, and friendly audiences to achieve strategic objectives.  Experience with military information operations, psychological operations, or related fields. Ability in leveraging information and psychological operations to influence behaviors and achieve strategic objectives.  Requires deep understanding of both I/O and MISO, strong analytical and communication skills, and the ability to coordinate and integrate these activities into broader military plans.  IO Lead Planner to manage IO planning activities for the contractor's operations in USAFRICOM AOR primarily. The IO Lead Planner is required to have an in-person two-hour call back to the U.S. Army Garrison – Stuttgart and may be required to occasionally travel to CONUS and other OCONUS locations in support of the TO.

Key Roles and Responsibilities of an I/O Lead Planner with MISO Experience:

Strategic Planning and Integration:

  • Develop and Implement I/O Strategies: Create and oversee strategies that integrate information operations into broader military campaigns and operations.
  • Operational Planning: Collaborate with commanders and staff to incorporate I/O into operational plans, ensuring that all activities are aligned with mission objectives.
  • Coordinate with MISO: Ensure that MISO activities are effectively integrated into overall I/O efforts, leveraging psychological operations to influence target audiences.

Coordination and Collaboration:

  • Interagency and Multinational Coordination: Work with various government agencies, allied forces, and host nation entities to ensure a unified and cohesive approach to I/O and MISO.
  • Liaison with Other Military Elements: Coordinate with other military functions, such as intelligence, public affairs, and cyber operations, to synchronize efforts and maximize impact.

Execution and Monitoring:

  • Operational Execution: Lead the execution of I/O plans, ensuring that MISO activities are carried out effectively and in accordance with the plan.
  • Monitor and Assess Effectiveness: Continuously monitor the effectiveness of I/O and MISO activities, using metrics and feedback to assess impact and make necessary adjustments.

Training and Development:

  • Training Programs: Develop and conduct training programs for military personnel on I/O and MISO tactics, techniques, and procedures.

Mentorship: Provide mentorship and guidance to junior planners and operators, fostering a knowledgeable and skilled I/O workforce.

Qualifications

Extensive I/O Experience:

  • Proven experience in planning and executing information operations, including the integration of multiple I/O disciplines (e.g., electronic warfare, computer network operations, military deception). 
  • Minimum of two years of experience working on projects that performed operations in the USCENTCOM, USAFRICOM, and USSOCOM AOIs.
  • Minimum of five years of experience with IO planning at the service or joint level, working with operations in the USCENTCOM, USAFRICOM, USSOCOM, or USEUCOM AOIs. This shall include experience at both the operational and tactical level; it is not required that the operational and tactical-level experience has occurred concurrently.
  • MISO Expertise: In-depth knowledge and experience in MISO, including target audience analysis, message development, and dissemination strategies.
  • Operational Planning Skills: Strong background in military operational planning and the ability to integrate I/O into broader operational plans.
  • Cultural and Regional Awareness: Understanding of cultural, social, and political dynamics in various regions to tailor I/O and MISO activities effectively.

Communication and Analytical Skills:

  • Strong Communication Skills: Excellent verbal and written communication skills to effectively brief commanders, staff, and stakeholders.
  • Analytical Skills: Ability to analyze complex information and develop strategies to influence target audiences.

Security Clearance:

  • Security Clearance: TS/SCI with SCI eligibility

Education and Certification:

  • Relevant Degree: A degree in international relations, psychology, communications, or a related field.
  • Specialized Training: Formal training in I/O and MISO from military institutions or equivalent civilian courses. (Irregular Warfare, Military Information Support Operations (MISO), Information Operations, Electronic Warfare, OPSEC, Military Deception (MILDEC).

Certifications: Relevant certifications in strategic communications, information operations, or psychological operations.
