SAIC is seeking a Joint Strategic Communication Subject Matter Expert. Specifically, seeking an individual who can perform in capacity as an information-related capability (information operations and/or public affairs background) Staff Role Player for Navy Operational-Level Exercise support at Navy Warfare Development Center (NWDC), Norfolk, VA.

The individual in this position will provide subject matter expertise (SME) regarding messaging, information capability coordination, countering adversary information activities, and information-related capability planning integration, particularly Combatant Command (CCMD)-level strategic and/or operational level operations and planning response support for Maritime Operations Center (MOC) exercise events supporting Fleet Headquarters. NWDC requires strategic communication planning and coordination expertise to respond as higher or adjacent HQ in the accomplishment of their mission to train and sustain MOC command and control capabilities at Major and Numbered Fleet Commands, Naval Component Commands (NCC) and when designated, Joint Force Maritime Component Commands (JFMCC) at the Operational Level of War (OLW). The ideal candidate must have joint strategic- and/or operational-level experience, particularly joint command and staff experience within an Information Operations, Information Warfare, or Public Affairs related function, as well as Navy operational experience. Additionally, the ideal candidate should be someone who understands operational-level coordination and planning tasks required in the conduct of simulated and real-world events (local, remote, distributed, live, virtual, and constructive; friendly, neutral, and threat maritime forces). These tasks include, but are not limited to: exercise concept development, planning, scheduling, modeling, simulation architecture design, simulation management and operations, scenario development, database builds and tests, event response and control cells, assessment, as well as support to development of future maritime domains within the joint training environment.

Specific Functional Area duties will include but are not limited to the following tasks:

  • Coordinate with MOC Training and Exercise Team (MOC TET) on-site government and contractor staff, as required, to provide tasks, briefs, planning products, and point papers to enable MOC training objectives.
  • Coordinate with appropriate MOC TET members to prepare required reports, staff actions, point-papers, talking points, and all other staff products in support of but not limited to the following activities:
  • Coordinate event planning with Navy and Joint planners, to include Joint HICON coordination cells, Combatant Commands, Joint Staff J7, and other service logistics and sustainment response cell planners.
  • Facilitate groups of Navy and joint exercise planners and Exercise Control to develop logistics support estimates, logistics baselines, sustainment support concepts, realistic classes of logistics and supply use cases, and friendly force sustainment capability laydown.
  • Research and maintain up to date knowledge relating to logistics capabilities and contested sustainment protection considerations.
  • Role play higher and adjacent headquarters staff, such as strategic communication-related staff (IO, IW, PA) or service equivalents (as necessary).
  • Provide recommendations for and development of synthetic augmentation (entities, scenario elements, simulator operators, etc.) to live training exercises.
  • Develop exercise documents to include manning documents, messages and orders to include but not limited to Operation Orders (OPORD), exercise directives, logistics annexes, and exercise game books.
  • Provide for the execution of synthetic war-gaming for OLW synthetic events/exercises as required.
  • Provide the MOC TET government lead with appropriate lessons learned from synthetic training exercises and ensure relevant changes are incorporated in future exercises.
  • Provide expertise and support on applicable strategic- and operational-level joint, coalition, and service doctrine.

Qualifications

Education:

  • Bachelors or Arts or Bachelor of Science degree. 4 additional years of experience in lieu of degree.

 Required Experience:

  • At least 7 years' combined staff experience as an Information Operations and/or Public Affairs professional on a joint HQ staff (ideally J39 or PA directorate), a Fleet HQ staff (NCC/NFC special staff or N39), or combination thereof.
  • At least three (3) years' experience in joint command and staff operations, or a Joint Service Qualified officer with at least two years' experience in same.
  • Demonstrated experience with joint (JTF of Joint Component) and/or combatant command exercise control group (ECG) operations.

 Desired Experience: 

  • Experience developing operational- or strategic-level strategic communication plans, IO support plans, or information supporting schemes.
  • Experience with the Joint Training Information Management System (JTIMS) or Joint Training Tool (JTT).

 Clearance: Active Secret Clearance with ability to obtain TS/SCI; U.S. citizenship required.
