A Military Information Support Operations (MISO) Subject Matter Expert (SME) Program Manager (PM) is a dual-role professional responsible for managing program while leveraging their expertise in MISO to influence target audiences and achieve program objectives. This combination of skills allows the PM to oversee the program that involve information operations, ensuring that MISO elements are effectively integrated into program plans and execution. Proven success planning, executing, and overseeing complex programs that involve information operations that leverage psychological operations to achieve strategic objectives. Ensures that MISO activities are seamlessly integrated, providing a comprehensive approach to the program execution in influencing target audiences. Shall provide management, direction, administration, quality assurance, and leadership of the execution of this TO. The Program Manager is required to have an in-person two-hour call back to MacDill AFB, Tampa, FL, and may be required to occasionally travel to CONUS and OCONUS locations in support of the TO.
Roles and Responsibilities:
Program Planning:
- Manage comprehensive program plans, including scope, schedule, resource allocation, and risk management.
- Execute program objectives, deliverables, and key performance indicators (KPIs).
Execution and Monitoring:
- Lead the execution of program, ensuring all activities are completed on time and within budget.
- Monitor program progress and performance, making adjustments as necessary to stay on track.
- Conduct regular status meetings and provide updates to stakeholders.
Risk Management:
- Identify potential risks and develop mitigation strategies to minimize their impact on the program.
- Monitor risk factors throughout the program lifecycle and adjust plans as needed.
MISO Expertise:
- Develop MISO strategies to support military and program objectives, leveraging psychological operations to influence target audiences.
- Ensure MISO activities are aligned with broader information operations and program goals.
- Advises commanders and staff on MISO capabilities, limitations, and best practices.
Target Audience Analysis:
- Conduct detailed analysis of target audiences to understand their cultural, social, and political environments.
- Identify key influencers and opinion leaders within target audiences.
Message Development and Dissemination:
- Create messages tailored to influence target audiences effectively.
- Utilize various media platforms (print, radio, television, social media) for message dissemination and ensures messages are consistent with U.S. policies and objectives.
Assessment and Evaluation:
- Monitor and assess the effectiveness of MISO activities within the program.
- Adjust strategies and tactics based on feedback and changing conditions.
Team Leadership:
- Lead cross-functional project teams, providing guidance and direction to ensure successful project execution.
- Facilitate collaboration between team members, fostering a productive and cohesive working environment.
Stakeholder Engagement:
- Engage with stakeholders to understand their needs and expectations.
- Conducts briefings and educates stakeholders on the role and impact of MISO
- Communicate program progress, challenges, and successes to stakeholders.
Integration with Other Operations:
- Coordinate MISO activities with other information operations (e.g., cyber operations, public affairs) to ensure a unified approach.
- Work with other departments and agencies to ensure MISO elements are integrated into broader operational plans.
- Works closely with other military operations, intelligence, and public affairs personnel.
- Coordinates with interagency partners, allies, and host nation counterparts.
Qualifications
- Experience managing projects with similar technical requirements at multiple performance locations both CONUS and OCONUS, including locations in the USCENTCOM, USAFRICOM, or USSOCOM AOI.
- Experience managing contracts with performance or delivery in a foreign country requiring compliance with a bilateral agreement, clearance, and host country law.
Program Management Experience: Proven experience in managing complex programs, including planning, execution, monitoring, and closing. Recent experience (within past ten years) managing personnel in multiple austere performance locations OCONUS, including locations in the USCENTCOM, USAFRICOM, and USSOCOM AOI.
MISO Expertise: In-depth knowledge and experience in MISO, including target audience analysis, message development, and dissemination strategies. MISO doctrine, tactics, techniques, and procedures.
MISO Training: Formal training in MISO from military institutions or equivalent civilian courses. (Irregular Warfare, Military Information Support Operations (MISO), Information Operations, Electronic Warfare, OPSEC, Military Deception (MILDEC).
Operational Planning Skills: Strong background in military or strategic operational planning, with the ability to integrate MISO into broader program plans.
Cultural and Regional Awareness: Understanding of cultural, social, and political dynamics in various regions to tailor MISO activities effectively.
Strong Communication Skills: Excellent verbal and written communication skills for effective stakeholder engagement and team leadership.
Analytical Skills: Ability to analyze complex information and develop strategies to influence target audiences.
Relevant Degree: A degree in program management, international relations, psychology, communications, or a related field.
· Program Management Certification: PMP (Project Management Professional) or Program Management Professional (PgMP) certification.
Security Clearance: TS/SCI with Sensitive Compartmented Information (SCI) eligibility.
