SAIC is seeking an experienced Nuclear Stockpile Subject Matter Expert (SME) to provide nuclear stockpile guidance and stewardship support to the Air Force Deputy Chief of Staff for Strategic Deterrence and Nuclear Integration (AF/A10). This position will be located 100% on site at the Pentagon.
Responsibilities:
- Provide subject matter expertise support on the current nuclear stockpile at the National, DoD, Joint and Service level and on current and emerging nuclear weapon systems and capabilities.
- Familiarize with, interact, and coordinate with DoD and non-DoD offices and organizations whose roles involve the nuclear enterprise, nuclear stockpile, and nuclear weapon systems.
- Attend nuclear weapon project officer meetings and associated sub-groups, wargames, exercises, associated planning meetings, interagency meetings in support of Nuclear Weapons Council (NWC) functions, and other events as directed by division or branch leadership.
- Review, analyze, and recommend actions related to nuclear stockpile sustainment to AF/A10 and applicable stakeholders.
- Perform research and coordinate with other offices and organizations inside and outside of DoD, synthesize the information obtained, and draft and produce high quality written documents via research, point and/or white papers, briefings, or other AF Staff instruments, such as Joint Action Briefs to AF/A10 and other Nuclear Stockpile stakeholders.
- Assist with drafting testimony and articles for publication, and helping to prepare AF/A10 personnel for nuclear stockpile related public speaking engagements.
- Collaborate with stakeholders as a part of team(s) tasked with accomplishing nuclear stockpile objectives.
- Assist with drafting, reviewing, and providing written comments, in a standard comment resolution matrix, on a broad array of nuclear stockpile sustainment related documents. These document topics include DoD and AF program strategies, broad or specific nuclear stockpile plans, or information briefings to be presented to various organizations involved with the nuclear stockpile.
- Serve as the focal point for the coordination of nuclear stockpile staff packages by following USAF and AF/A10 protocols. Once distributed, track progress, compile the results, and submit to the AF/A10 for its approval.
- Participate in nuclear stockpile related technical discussions, meetings, conferences, demonstrations, workshops, seminars, and other related forums with community stakeholders. Analyze the requirements and concepts being exchanged in these forums and discuss the results, findings, recommendations, and potential impact(s) to AF/A10 of any decisions or outcomes.
- Participate in documenting current and historical data related to nuclear stockpile activities and organize, arrange, or file appropriate information in electronic and physical archives as needed to maintain continuity and currency of nuclear stockpile/weapon system programmatic decisions.
- Communicate the results of Nuclear Stockpile analyses and recommendations to AF/A10 via oral, informal written (e.g., email), and formal written (e.g., information, point, white, and/or decision papers) communication.
Qualifications
Required Qualifications:
- Active Top Secret/SCI with ability to obtain SAP and SAR eligibility
Educational Requirement:
- Bachelors or Masters (Preferred) in a relevant field (e.g., Engineering, Physics, National Security Studies).
Required Skills and Experiences:
- Minimum of 10 years of policy and technical experience working within the nuclear enterprise, with a strong focus on current and future nuclear stockpile management, sustainment, and weapon systems.
- Demonstrated, in-depth knowledge of the current U.S. nuclear stockpile including weapon systems, capabilities, and associated policies, directives, and regulations at the National, DoD, Joint, and Service levels.
- Proven experience interacting with and coordinating amongst DoD and non-DoD offices and organizations involved in the nuclear enterprise.
- Exceptional written and verbal communication skills, including the ability to draft high-quality documents such as research papers, point papers, white papers, briefings, and Joint Action Briefs and present to General/Flag Officers and Senior Executive Service (SES) members.
- Strong analytical and problem-solving skills, with the ability to research, analyze, and synthesize information from various sources to develop well-reasoned recommendations.
- Demonstrated ability to effectively coordinate with stakeholders and collaborate as part of a team to achieve nuclear stockpile objectives.
- Experience reviewing, analyzing, and providing written comments on a broad array of nuclear stockpile sustainment-related documents, including DoD and AF program strategies and plans.
- Experience in managing and coordinating staff packages, including tracking progress, compiling results, and submitting for approval.
Preferred Skills and Experience:
- 15+ years of Nuclear Stockpile experience as listed above
- Master's degree in a relevant field
- Experience working directly with Nuclear Stockpile Stakeholders (USAF, DoE, DoD, JS, etc.)
- Familiarity with USAF protocols and procedures.
