SAIC is seeking an Organizational Change Management Analyst to support the U.S. Coast Guard's newly established Office of Technical Readiness Digital Transformation Office in Washington, DC.
This role is responsible for designing and executing structured change management strategies that ensure successful adoption of digital transformation initiatives across Coast Guard headquarters and field operators.
The analyst will work closely with government leadership, technical teams, and operational stakeholders to align people, processes, and culture with emerging digital capabilities including digital engineering and model-based systems engineering (MBSE).
This role will be hybrid with two days onsite in Washington, DC and three days flexwork.
Key Responsibilities
- Develop and execute a comprehensive organizational change management strategy supporting Coast Guard digital transformation.
- Conduct stakeholder impact assessments and readiness evaluations.
- Identify organizational risks, resistance points, and mitigation strategies.
- Develop change adoption plans aligned to transformation pilots and enterprise initiatives.
- Support establishment of the Digital Transformation Champions Network.
- Create training, enablement, and adoption materials.
- Coordinate feedback loops with field operators and operational units.
- Track change adoption metrics and performance indicators.
- Support development of the Coast Guard Digital Transformation Strategy, Roadmap, and Implementation Plan.
- Advise leadership on cultural, organizational, and workforce impacts.
Qualifications
Education Requirements
Bachelor's degree in Business, Organizational Development, Management, or related field and five (
5) years supporting Organizational Change Management or program analysis efforts.
Clearance Requirements
- Must possess an active Interim Secret with the ability to obtain a Secret clearance; US Citizenship required.
Required Qualifications
- Experience supporting organizational, process, or technology change initiatives.
- Demonstrated experience in organizational change management.
- Familiarity with Prosci, ADKAR, or similar OCM methodologies.
- Experience supporting IT modernization or digital transformation efforts.
- Strong facilitation and stakeholder engagement skills.
- Excellent written and verbal communication skills.
Desired Qualifications
- Experience supporting DHS or U.S. Coast Guard programs.
- Experience supporting digital engineering or MBSE transformations.
- Experience working with distributed operational organizations.
- Change management certification (Prosci, ACMP) preferred.
Target salary range: $80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
