PMA-251's Foreign Military Sales (FMS) team is seeking a dynamic Program Analyst to support the French Navy's acquisition of the Electromagnetic Aircraft Launch System (EMALS) and Advanced Arresting Gear (AAG) and other FMS case portfolio work. This position requires strong coordination skills, a deep understanding of DoD and international program execution, and the ability to manage complex logistics and acquisition data in a fast-paced environment.

 

The selected candidate will coordinate FMS case work, program management actions, deliverables, and stakeholder engagements for high-visibility, cross-functional efforts across the PMA-251 FMS portfolio.

Key Responsibilities

  • Track and report French FMS case execution using program tools.
  • Provide required updates to leadership on case status, funding, and deliverables, and flag deviations from execution baselines.
  • Maintain and update Program Management Memorandums (PMMs) in coordination with the prime contractor.
  • Support planning for long-lead items and peculiar support equipment (PSE).
  • Schedule and facilitate meetings, Teams sessions, and in-person logistics; take and distribute minutes for IPTs and planning sessions.
  • Manage the multiple item trackers, ensuring follow-through and traceability for all case-related and program-wide actions.
  • Ensure FMS EMALS/AAG SharePoint libraries are organized, accessible, and compliant with file structure guidance.
  • Track and coordinate Contract Data Requirements List (CDRL) reviews: assign to SMEs and follow through to PMM release.
  • Monitor and support resolution of Engineering Change Proposals (ECPs), Diminishing Material Spares (DMS), and other sustainment planning activities.
  • Track technical assistance action items received from France through closure in coordination with the Foreign Disclosure Office (FDO).
  • Manage and track procurement package documents through the various stages of the acquisition process.

Qualifications

Required Qualifications

  • Active DoD Secret clearance (required on day one).
  • 5+ years of experience supporting program management or acquisition in a DoD environment with some FMS experience. 
  • Experience coordinating procurement efforts, managing multi-vendor contracts, and tracking performance milestones.
  • Experience developing and tracking Procurement Initiation Documents (PIDs).
  • Proven ability to manage schedules, action trackers, and IPT coordination.
  • Proficient in Microsoft Office and familiar with AMS Tools (PMT, CDRL).

 

Preferred Qualifications

  • Bachelor's or Master's degree in Engineering, Program Management, or related field.
  • Familiarity with FMS policies, AMS Tools (PMT, CDRL), and NAVAIR acquisition systems.
  • Demonstrated experience supporting aviation programs (e.g., PMA-276, or other PMA).
  • Experience with international Programs, executive-level engagements, or cross-cultural coordination.
