SAIC is seeking a motivated and dedicated Program Control Team Manager to support programs within the Navy Business Group. For the right candidate, this position may be remote; however, preference will be given to those located in the Charleston, SC region.
The candidate will participate in the planning, tracking, analysis, and reporting on ~$275M annual portfolio. The candidate will be a working manager and lead a dedicated growing Project Control team. The candidate will interface with Project Managers, Contract Management staff, Senior Technical Personnel, functional organizations, as well as the assigned NBG PC Financial Director.
Duties will include, but are not limited to:
- Participates in the development of solutions to a variety of problems moderate in scope and complexity.
- Reports detailed information, analyzes financial data in support of project cost/schedule status and follows established procedures while contributing to the completion of organizational projects and goals.
- Lead and develop all levels of a project control team to help them progress and ensure uniformity amongst the team and processes, making sure that all aligns with the standard procedures and policy requirements of the company.
- Ability to analyze and reconcile cash flow, profitability, invoicing, unbillables, costs on hold, subcontracts on a monthly basis and attend briefings with functional staff to validate current project status.
- Provide accurate sources of revenue data for inclusion in quarterly forecast exercises.
- Support development of Annual Operating Plan (AOP), quarterly forecasts, monthly latest revised estimates (LREs), and Estimates At Complete (EACs).
- Establishes Work Breakdown Structures (WBSs) and related dictionaries, Basis of Estimates (BOEs), Resource Loaded Networks (RLNs), and detailed Budgets as contractually required.
- Ensures adherence to Generally Accepted Accounting Principles (GAAP), Sarbanes-Oxley and all Corporate policies and procedures as they relate to contract financials.
- Participates in new business proposals, project projections, analysis of requirements, and input to cost and management volumes.
Qualifications
Required Education and Qualifications:
- US Citizenship required.
- Bachelor's Degree from an accredited institution in a Finance or Accounting discipline with minimum fifteen (15) years or more of relevant experience in federal government contracting, or Master's Degree and thirteen (13) years of experience.
- Prior experience in a management or supervisory role.
- Candidates must possess a strong background working with multiple contract Types: Firm Fixed Price (FFP), Fixed Price Incentive (FPI), Fixed Price Level of Effort (FPLOE), Time and Materials (T&M), Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF), and hybrid contracts.
- Must be well versed in MS tools (Excel, Outlook, Word, PowerPoint etc.) to include advanced Excel skills including VLOOKUPS, XLOOKUPS and pivot tables.
- Candidates must possess an understanding of financial management as it relates to funding, revenue, cost, profit, Accounts Receivable, subcontracts and purchase orders along with Facility costs.
- Must be analytical, possess excellent communication, presentation skills and have the ability to work independently and as a member of a team.
- Must be experienced working in a fast-paced environment where multiple projects and deliverables are being worked simultaneously.
- Ability to communicate effectively and meet deadlines.
- Ability to organize in order to effectively manage action items. Self-motivation and critical thinking to be able to research an issue and find a solution.
- Ability to prioritize and work independently, be persistent in follow-through.
- Must be able to multi-task and support portfolio and PC Team with efficiency and accuracy.
