The Air Force and Combatant Commands Business Group of SAIC is seeking a Release Manager to support a transformational infrastructure program for DCSA.
SAIC is proud to be supporting DCSA in safeguarding our nation's information. DCSA is the designated oversight authority on the accreditation of classified facilities, information systems, and the insider threat program. This involves security oversight of more than 10,000 companies and approximately 13,000 facilities involved in classified work throughout the DoD and 31 Federal agencies.
Specifically, on the DCSA One IT program, SAIC will provide an enterprise IT solution that delivers highly secured and adaptable IT infrastructure, provides customer support, and cutting-edge technologies that support operations and advance the DCSA mission under a single IT environment (i.e., One IT).
Job Description
This role focuses specifically on the delivery of enhancements that improve user experience and the functionality of IBM AgileApps, RedHat (RHEL8) code, and MySQL databases; detailed application-development knowledge is not required, however TIA Security+ certification is highly desired, will be a 60-day requirement if hired.
This person is responsible for the release management of new or modified software ensuring well-planned, well-executed, well-documented transitions of revised applications and databases production environments. As the daily Point of Contact (POC) for releases and deployments, the team member will manage releases across varying complexity from less than an hour, to multi-day, large-team deployments, while working with Release Train Engineer, Scrum Masters and staff to establish then maintain adherence to release schedules.
The role ensures integrity of the release plan, confirming the necessary people, plans, documents, sequencing, platforms and infrastructure are in place for release processes. There is an exceptionally strong emphasis on authoring and revising the accompanying software-testing release notes for Government Acceptance Testing, and Independent Verification and Validation.
Responsibilities include:
- Creating, maintaining, and publishing “release notes”, deployment plans, and calendars
- Co-developing PI and Sprint timelines for release builds, testing, deployment, support
- Very-close coordination with the Change Configuration and Release Management (CCRM), GAT, IV&V, and the Change Advisory Board
- This is essential to ensure the efficient, compliant, and timely handling of changes, minimizing any operational disruptions for SAIC, and the Agency.
- Utilizing best practices in technical change management
- Deployment Checklists
- Deployment days staffing plans, work estimates
- Overnight reports, dashboards
- After Action Reports
- Root Cause Analysis (during ad-hoc issues)
- Collaboration with Testing/GAT/IVV, service delivery teams, business users, developers, and technical support specialists.
- Critical authoring and review of all release and change collateral:
- Change requests
- Release plans
- Build and test plans
- Deployment plans
- Cutover and rollback plans
- Leadership of the release and deployment technical team is essential, along with ensuring appropriate capacity management for team members
- Develop of checklists and job aids to guide release and deployment will be required.
Related basic requirements of the team/position:
- Define then prepare for the Release Management position, including tools, access, and requirements for the basic work products the client, program, and position require
- Complete access requirements for independent work, including Sec+ certification within 60 days of onboarding
- Work collaboratively yet independently: engage and drive Release Delivery Schedule during unified planning ceremonies, then complete Release Management tasks without outsized reliance on other team members
- Plan detailed Jira stories in advance for all Release Management work particularly Change Requests and Release Notes
- Author and provide for review release notes on an on-going, Sprint-by-sprint basis
Qualifications
Required Qualifications:
It is required that the Release Manager have the following qualifications:
- BA/BS in a related field.
- Five (5) or more years of Release Management experience. An additional four (4) years of experience may be considered in lieu of a degree.
- Active Secret clearance.
- IAT-II - Certification in Security+ within 60 days of onboarding.
Desired Qualifications:
- MA/MS in Industrial Technology or Process Management.
- Seven (7) or more years of experience.
- Top Secret clearance (SCI Eligibility preferred).
Target salary range: $80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
