SAIC is seeking a Security Action Officer to support the Office of the Deputy Under Secretary of the Navy for Intelligence and Security, or DUSN (I&S), as part of a cross-functional Department of Navy (DON) team charged with developing, implementing, and overseeing the Small Business Innovation Research (SBIR) / Small Business Technology Transfer (STTR) Due Diligence process, and support the Industrial Security and Information Security teams.  This position is hybrid remote.  When onsite work will be in Arlington, VA.

Job Duties Include:

  • Providing industrial security support for due diligence reviews of the DON's SBIR/STTRs, as well as include fundamental research and research, development, and acquisition (RDA) efforts that require foreign ownership, control, or influence (FOCI) risk reviews prior to contract award.
  • Standardize Security language and requirements for protection.
  • Check the National Industrial Security System (NISS) to see if review is for a cleared company, if they are under FOCI, and/or if there are FOCI mitigations in place.
  • Review security requirements when SBIR/STTR transitions to another phase or becomes a program of record (Classified / Unclassified).
  • Prepare analytical reports, make assessments, and manage case closures.
  • Provide administrative support for the risk review board (i.e., scheduling, organize, notes, after action report).
  • Manage and complete the on-boarding requirements for incoming SAIC contractors at the Pentagon and Crystal City locations and coordinate SCI read-on for NCIS SAIC contractors coordinating with the DUSN (I&S) Front Office, SSO, and DONCIO.
  • Manage ETMS2 Tasker packages and coordinate with team.
  • Develop and track onboarding requirements for DUSN(I&S) contractors through checklists, SharePoint sites, and flows.
  • Support the Industrial Security Program Manager with other administrative and technical duties as required.

Qualifications

Required Clearance:

  • Top Secret clearance required; Ability to obtain a TS/SCI required to maintain employment
  • US citizenship required

Required Education:

  • Bachelor's degree and ten (10) years' or more of experience; Master's degree and eight (8) years' or more of experience. 
  • Additional years of experience may be substituted in lieu of degree.

Required Qualifications:

  • Experience supporting DoD and/or IC
  • Experience with SBIR/STTR
  • Experience with Industrial Security and Information Security
  • Familiarity with OPSEC/INFOSEC/CUI programs
  • Development of training programs and Standard Operating Procedures
  • Ability to work both independently and with personnel from multiple organizations
  • Demonstrated ability to work from high-level, limited and evolving guidance to produce timely and effective results is highly desirable

Desired Qualifications:

  • Master's degree
  • At least 3 years of direct administrative support experience with senior-level military or civilian officials
