SAIC has a Security Cooperation Analyst position supporting the United States Indo-Pacific Command to maintain readiness during various operations. This role is crucial for ensuring coordination and cooperation in CNMI, given its important position in the Pacific and role in military activities. A qualified candidate for this position will provide conference and event planning support, data analytics and cultural assistance to prepare leadership with decision making information.
Responsibilities:
- Serve as a member of the US Indo-Pacific Command Liaison team in Tinian in support of the J56 Posture Manager and the Senior Advisor, Regional Political-Military Affairs at Joint Task Force-Micronesia.
- Facilitate and coordinate Department of Defense requirements and military initiatives in the CNMI.
- Provide analytical results and recommendations to USINDOPACOM.
- Assist in the development of regional political-military policy and associated regional plans.
- Facilitate multi-agency agreements to mitigate community impacts in the CNMI.
- Conduct strategic planning and analytical services, including research and data analytics.
- Use tools such as the Common Workforce Analysis Tool and MS Excel for modeling, building dashboards, data analysis, updates, and change implementation.
- Support review and analysis of technology transfer and disclosure matters.
- Provide support to draft, coordinate, and make recommendations on export control policies and procedures regarding initiatives or approved programs as they apply to Foreign Military Sales (FMS) and Direct Commercial Sales (DCS) cases and other approved initiatives.
- Facilitate the rapid research, retrieval, input, and modification of international technology transfer policy and implementation guidance in support of Joint Security Assistance Programs.
- Conduct research and analysis to support assessments of selected acquisition programs and identify opportunities for security cooperation, including shortfalls, corrective measures, and metrics for subject tasks.
- Perform analysis of security cooperation technology transfer, disclosure activities, and related documentation to ensure compliance with DoD and Joint Force directives regarding disclosure of DoD information on cooperative programs and direct commercial sales.
- Support assessment of FMS security cooperation tools.
- Support development of staff positions on security cooperation matters by providing analysis for informed decision-making.
- Inform trip books, information papers, and briefings to support key General Officer/Senior Executive Service meetings with foreign counterparts.
Qualifications
Qualification Requirements:
- Active Secret clearance is required. Must be able to obtain a TS/SCI.
- Bachelors degree and 6+years of military experience as a U.S. armed forces officer highly desired or Masters degree and/or diploma from a U.S. or foreign military Command and Staff College or equivalent.
- Experience in conference and event planning.
- Proficient in data analytics and command management services.
- Strong knowledge of DoD security cooperation programs and State Department security assistance programs and the FMS process.
- Excellent oral and written communication skills.
- Excellent analytical skills.
- Capable of organizing and completing all planning, support, scheduling, and execution activities for overseas travel.
- Ability to work independently with minimal direction, exhibiting a high level of initiative, attention to detail, and accuracy in all work while tracking multiple tasks.
- Able and willing to travel in locally provided aircraft, vehicles, and boats to remote bases.
- Able and willing to work in high-threat areas.
- Able and willing to walk up to two miles over rough terrain, carry 40-pound bags, hike up hills, climb towers, go into confined spaces, examine vessels, vehicles, aircraft, and military facilities in a field environment, and work in extreme hot or cold weather with conditions such as high winds, rain, snow, and high altitude (over 10,000 feet).
