SAIC is seeking a CIO Services Task Lead / CIO Strategy Support to serve as the primary point of contact and single point of accountability for the DC3 Technical, Analytical, and Business Operations (TABO) Task Order supporting the DC3 Information Technology (XT), Chief Information Officer (CIO), Authorizing Official (AO), and Cybersecurity (CS) Directorates. 

This opportunity supports the DoD Cyber Crime Center (DC3) — a Federal Cyber Center that delivers cyber capabilities to law enforcement, cybersecurity, and national security partners across the government.

 

This is a fully onsite position (Linthicum, MD); REQUIRES a TS/SCI and PMP Certification.

 

The contract provides IT infrastructure, cloud/hybrid architecture, DevSecOps, data strategy, AI/ML, and cybersecurity support across DC3 facilities in Maryland, Texas, Alabama, and Japan. Contractor teams are directly responsible for building, maintaining, securing, and defending DC3's global IT enterprise — from enterprise architecture and cloud migration to incident response and compliance with DoD cybersecurity frameworks — ensuring DC3 can continue its mission-critical cyber operations.

This role is pivotal in driving the successful execution of enterprise IT and cybersecurity initiatives by developing robust strategies, overseeing detailed project planning, and ensuring the smooth operation of the directorate. The ideal candidate will be a strategic thinker with a strong background in IT portfolio and project management. The CIO Services Task Lead is responsible for providing high-level strategic and operational support to the Chief Information Officer and the directorate, developing robust strategies, and ensuring the smooth operation of the CIO Directorate.

 

Key Responsibilities:

• Serve as the primary POC for the DC3 CIO Directorate
• Drive the successful execution of enterprise IT and cybersecurity initiatives for DC3
• Develop, maintain, and align all IT enterprise strategic initiatives, including portfolio/acquisition strategies and roadmaps; ensure all initiatives are synchronized with the DC3 mission and priorities; adhere to all relevant cyber frameworks
• Develop, maintain, and execute DC3's enterprise IT architecture; oversee the organization's cloud computing strategy; manage the enterprise data strategy in full alignment with the DC3 mission
• Manage and provide governance for DC3 enterprise portfolios; establish and maintain well-defined portfolio structures; formalize all related processes; implement clear reporting and communication mechanisms
• Optimize the allocation of IT enterprise resources; manage program dependencies through comprehensive, data-driven analysis; conduct cost-benefit analyses to inform build/buy decisions
• Brief the CIO and CISO on agency-wide planned, recommended, and directed actions to enable unity of effort and operational effectiveness
• Oversee personnel receiving, interpreting, planning, briefing, executing, and reporting on orders issued by the Commander of USCYBERCOM or subordinate Commanders, the National Manager for National Security Systems, or other authorized Commanders with authority over DC3 CIO-managed systems and personnel
• Lead and supervise teams running CI/CD pipelines utilizing containerization, micro-segmentation, and Infrastructure as Code (IaC)
• Lead and supervise teams planning and executing migration of legacy systems into multi-cloud and hybrid-cloud environments
• Lead and supervise personnel developing and implementing data lakes and other aspects of modern data strategies
   

Qualifications

Required Qualifications

• US Citizen and Active Top Secret/Sensitive Compartmented Information (TS/SCI) clearance
• Bachelors and nine (9) or relevant years of experience in lieu of degree
• Project Management Professional (PMP) certification
• Minimum 1 year of recent experience leading and supervising teams performing work encompassed by the following DoDI 8140.01 workforce elements: IT (Cyberspace), Cybersecurity, Software Engineering, and Data/AI
• Experience in the last 5 years briefing a CIO and CISO on agency-wide planned, recommended, and directed actions to enable unity of effort and operational effectiveness
• Minimum 2 years of recent experience overseeing personnel receiving, interpreting, planning, briefing, executing, and reporting on orders issued by the Commander of USCYBERCOM or subordinate Commanders, the National Manager for National Security Systems, or other authorized Commander with Command authority over DC3 CIO-managed systems and personnel
• Minimum 3 years leading and supervising teams in a Government and private networking and infrastructure environment (classified and unclassified) similar in scope and complexity to this Task Order
• Minimum 3 years experience with the building, operating, securing, defending, and extending LAN/WAN systems, including wireless components, firewalls, routing and switching, IPv6, VPN, cloud computing, virtualized servers, storage arrays, and other IT/data systems
• Minimum 5 years of recent experience with unified communications, including the design, installation, maintenance, and administration of VTC systems for multi-level classification environments (Unclassified, Secret, and TS/SCI)
• Minimum 1 year of recent experience leading and supervising teams running a CI/CD pipeline utilizing modern approaches including containerization, micro-segmentation, and Infrastructure as Code
• Minimum 2 years of recent experience leading and supervising teams planning and executing migration of legacy systems into multi-cloud and hybrid-cloud environments
• Minimum 2 years of recent experience leading and supervising personnel developing and implementing data lakes and other aspects of modern data strategies

 

Desired Qualifications

• Experience with DoD enterprise IT portfolio management and acquisition strategy development
• Familiarity with USCYBERCOM orders, taskers, and reporting requirements
• Cloud certifications: AWS Certified Solutions Architect, MS Certified Azure Solutions Architect Expert, or equivalent
• Experience with DevSecOps integration and CI/CD pipeline management in a DoD environment
• Experience with DC3, AFDW, or similar DoD cyber mission organizations
   

Target salary range: $200,001 - $240,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
