SAIC is seeking a Senior Program Analyst with an active Top Secret clearance to provide management and operational support to the Chief Strategy Officer in the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)). This position hybrid remote with occasional onsite work in Arlington, VA.

Job Responsibilities:

  • Develop and maintain work products that support management decision making, strategy development, initiative definition, action tracking and monitoring, meeting and workshop planning and execution.
  • Integrate action and task management with office work package and correspondence workflow processes.
  • Coordinate action and task assignment to responsible parties and establish completion dates.
  • Track actions and tasks to timely closure; assist and escalate as needed when task owners fail to achieve timely closure.
  • Facilitate project, initiative and major work effort planning meetings.
  • Develop planning artifacts including but not limited to statements of work, charters, schedules, Gantt charts.
  • Facilitate integrated project and initiative teams including meeting preparation, scheduling, execution and follow up.
  • Develop executive level status and summary briefings and decision support documents.
  • Develop and document frameworks for distilling complex issues and work functions into clear courses of action to support decision making; work functions may include but are not limited to recruiting, hiring, personnel management, cost estimating, strategy formulation, technical, operational and business process initiatives.
  • Develop business case analyses that clearly and concisely characterize, quantify, and assess costs. 
  • Plan meeting and workshop execution including scheduling, coordination of participants, facilitation of meetings and documentation of meeting and workshop outcomes.
  • Facilitate development and refinement of office administrative and operational processes.
  • Develop and implement performance metrics and tracking mechanisms to support performance management and continuous improvement.
  • Identify audit requirements for which the office must be compliant (included financial and internal controls requirements).
  • Develop roadmap for process and systems modifications, upgrades and implementation that may be warranted to integrate audit requirements with effective and efficient administrative and operation processes of the office.
  • Directly supervise contractor support to the Office of the Chief Strategy Officer for OUSD(R&E).

Qualifications

REQUIRED QUALIFICATIONS:

  • Active Top Secret clearance; Ability to obtain a TS/SCI required to maintain employment.
  • Bachelor's degree with at least ten (10) years' of relevant experience or Master's degree and eight (8) or more years' of experience.  Additional years of experience may be accepted in lieu of a degree.
  • Strong leadership, problem identification/resolution skills, flexibility, and initiative.
  • Proven ability to work efficiently and effectively with government personnel ranging from action officer to senior leader levels, including civilian and military.
  • Ability to work in a dynamic government work environment and have strong interpersonal skills with the ability to work as part of a team.
  • Strong written and oral communication skills.
  • Proficiency in Microsoft (MS) Office to include PowerPoint, Word, Access and Excel.
