SAIC seeks a qualified Senior Training Analyst to join our team at the Navy Warfare Development Command (NWDC) in Norfolk, VA.

JOB DESCRIPTION:
The Senior Training Analyst will provide subject matter expertise to support NWDC's mission of training and sustaining three- and four-star Fleet Command Staff Maritime Operations Centers (MOCs). The primary goal is to enhance operational warfighting and warfighter readiness at Major and Numbered Fleet Commands, performing a maritime component command support role at the Operational Level of War (OLW).

JOB DUTIES:  
•    Serve as a functional observer/trainer, delivering joint and operational-level staff training to MOC senior leadership, core staff, and support staff. 
•    Develop and maintain standard training products and briefs for your functional specialty.
•    Provide expertise in one or more of the following areas:
o    Command and Control: leadership experience in fleet-centric operations, operational-level planning, or operations assessment.
o    Integrated Fires: Joint targeting cycle, joint fires coordination, and development of an operational-level scheme of fires.
o    Operations in the Information Environment (OIE): Integration of advanced information capabilities into operational plans to support fleet-centric operations, massed effects, and counter-C5ISR-T.
o    Operational Protection: integration of protection and defensive activities to assure force availability and mitigate risk to force / risk to mission.
Chief Analyst
•    Serve as Chief Analyst for designated MOCs, supporting government Desk Officers to maintain consistent proficiency across all MOCs.
•    Collaborate with the government Desk Officer and MOC Training Officer to develop training agreements that meet identified requirements.
•    Develop a comprehensive collection management plan for approved MOC training events. 
•    Coordinate support for training events. Brief the training team on all event support aspects, including exercise design, training requirements, logistics, schedule, production, and after-action.
•    Manage team inputs and review entries for clarity, accuracy, and consistency.
•    Publish and track progress against training objectives and product development timelines. Ensure trainers are tracking the progress of the training event.
•    Provide daily updates to the training team leadership and MOC Training Officer.
•    Manage team production timelines and deliverables.
•    Draft after action products.

 

 

Qualifications

REQUIRED EXPERIENCE AND CLEARANCE:
•    Active Secret clearance with the ability to obtain TS/SCI.
•    Bachelor's degree and 15 years of relevant experience, or 19 years of experience in lieu of a degree.
•    Experience serving on or closely interfacing with one or more of the following:
o    A three- or four-star Navy Component or Numbered Fleet Commander staff.
o    An operational-level JTF/JFC headquarters in a joint or naval coordination role.
o    A strategic-level command staff (CCMD) coordinating joint or maritime operational issues.
o    An equivalent two- to four-star service component staff managing maritime issues.
•    Executive-level experience in training or exercise analysis for a MOC, equivalent service, or JTF/JFC staff.
•    Demonstrated expertise in producing executive-level written products and technical analysis of naval operations centers or Joint staff operations.
•    Experience in at least one of the following functional leadership roles on a Fleet/MOC, JFC/JTF, CCMD, or equivalent staff:
o    Fires Cell: Experience in a leadership position is required; integrated fires experience is highly desired.
o    Operations in the Information Environment (OIE): Experience leading OIE or Public Affairs (PA) teams, with an emphasis on integrating information, communications, cyber, and/or intelligence into fires, targeting, or C2 processes.
o    Operations Directorate (N3/J3): Experience with daily command-level interface, including facilitating meetings, leading planning cells, or briefing commanders and principals.
o    Command Center: Experience leading a MOC Fleet Command Center, Joint Operations Center (JOC), or equivalent.
o    Protection or Defense Operations Coordination: Operational Protection integration into OLW plans and operations.
