Description
Works in concert with team leaders and members engaged in the analysis and study of complex aviation technical and operational issues. Individually, or with team members, develops, analyzes, evaluates and advises on methods and techniques to improve performance of the air transportation system. Based on study findings, prepares draft detailed recommendations on methods, procedures to apply and alternative means to improve the air transportation system. Utilizes and applies knowledge of web information technology and associated tools such as adobe, sharepoint, etc. to provide an information format for Government and industry personnel and the general public.
The Contractor shall provide support for Established on RNP (EOR) studies. The contractor will identify preliminary hazards, and then plan out and execute the necessary modeling, simulation and analysis work, which will determine if the associated procedures can be executed safely for simultaneous independent parallel approaches in the NAS.
This effort is in support of an initiative to increase the efficiency of arriving traffic into airports by reducing the current separation standards between aircraft based upon the tighter track containment regions associated with RNP capable aircraft, while ensuring there is no unacceptable increase in the risk associated with the modified operations. These research and development efforts are exploring the safety of modifying current minimum separation standards associated with the proposed EOR concept and may incorporate the use of other NextGen technologies and NAS infrastructure design changes.
This support shall include, but is not limited to, the following activities:
- Produce detailed recommendations based upon study findings on methods and procedures to apply for EOR Studies both in the near term and long term, providing project plans and tracking, and determining resource needs and allocations, and participate in Safety Risk Management Panel planning, deliberations, recommendations and preparation of Safety Risk Management Documents;
- Work closely with team leaders and members engaged in the analysis and study of complex aviation technical and operational issues, participating in team meetings, working groups, program reviews, industry coordination, tracking existing program configuration. Provide support for development of program status reports, position papers, presentations, etc., and assist in the development, maintenance and implementation of EOR Studies, plans and strategies. Utilize software and data tools as follows:
-
- Two or more scripting-based analysis toolkits, such as Mathematica, Matlab, Python, NumPy, SciPy, R, etc.
- Apply new systems and programming languages quickly
- Conduct analysis on large data sets to identify patterns, trends, etc
- Utilize data visualization practices and toolkits, to include Python/R plotting libraries or other visualization systems
- Writing to technical and non-technical audiences
- Design, setup, and administration of databases, including proficiency with PGSQL and PLSQL
- Apply modern deployment techniques, such as Docker, Kubernetes, containers
- Apply distributed computing systems and cloud-based deployment
- Apply experience in aviation operations (pilot, Air Traffic control, etc.)
- Assist AFS-400 personnel in creation, preparation, editing and coordination of EoR and MARS study reports, internal and external briefing materials, summaries of EoR and MARS study activity (briefings, updates, etc.) and other documentation, track technical and program schedules and coordinate a wide variety of different projects in the program
- Assist AFS-400 personnel with detailed recommendations based upon these study findings on methods and procedures to apply for improving the aviation system performance, providing project plans and determining resource needs and allocations
- Support team leaders and members engaged in the analysis and study of complex aviation technical and operational issues
- Assist AFS-400 personnel in coordinating communication for high-level briefings
