SAIC is seeking a Subcontracts Manager in support of several programs across the ABMS Networks Organization. The Subcontract Manager will support the SAIC Program Manager in executing on all aspects of cost, performance and schedule management. This includes effective and efficient staffing, schedule estimation and tracking, SAIC subcontractor performance management, risk management, personnel management, and quality assurance activities. The Subcontracts Manager shall utilize expert verbal and written communication skills to direct the skilled technical resources and report on the technical progress, issues, and problem areas, as well as write and review technical documents.  The Subcontracts Manager will require expertise in managing projects within a DoD environment.

The selected candidate is expected to provided leadership, management, and oversight for functional, technical and management workforce to integrate and operationalize program goals. The successful Subcontracts Manager candidate will be familiar with both DoD acquisition process and SAIC internal process. The Subcontracts Manager will oversee compilation of various program administrative artifacts including an Integrated Master Schedule (IMS), Agile Technical Roadmaps, status reports, review charts, etc. Extensive cooperation and collaboration are required with the Government Program Office and provide support to the program manager.

 

Position Responsibilities include, but are not limited to:

• Serving as our Subcontractors single point of contact for all, technical, administrative, and contractual aspects of the effort

• Building and maintaining working relationships with DoD stakeholders, including USAF leadership

• Providing oversight and leadership for program team

Managing travel requests

Managing, tracking and forecasting program cost

• Providing leadership, guidance, training and mentoring to the contract leads, program team leads and individuals' performers on their team

• Managing hardware, software, and services procurement/acquisition from multiple sources, as approved, to develop the program capabilities

• Assisting with staffing, management, quality, and performance on the contract

• Ability to support occasional travel to various U.S. and international locations

Qualifications

Minimal Education: 

Level 4: Bachelors and ten (10) years or more of related experience; Masters and eight (8) years or more experience

Minimum QUALIFICATIONS:

• Must be a US Citizen

·        Ability to obtain a DOD Secret clearance

• Leadership ability to back decisions with research and articulate the “why” to senior leadership with several options, the pros and cons for each, and a recommendation

• Demonstrated project and/or contract management skills to successfully manage a high-performing team providing system engineering and technical services across geographically dispersed project locations

• Experience in managing or working in an Agile SAFe team/environment

• Experience in team building/managing for medium (20-50) sized teams

 

Desired Qualifications:

An active DoD  SECRET Clearance

An Active DoD TS/SCI clearance

• Leadership ability to back decisions with research and articulate the “why” to senior leadership with several options, the pros and cons for each, and a recommendation

• Demonstrated project and/or contract management skills to successfully manage a high-performing team providing system engineering and technical services across geographically dispersed project locations

• Experience in managing or working in an Agile team/environment

• Experience in team building/managing large (50-100+) sized teams          

Expert knowledge of EVMS

• Military and/or technical management experience in the following areas: Command and Control (C2), Systems Engineering, deployed systems, Network Engineering, Security Operations or other similar efforts

Experience in proposal development and or capture activities

Degree in STEM or Business Administration


Target salary range: $160,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
