As a Technical Direction Proposal Onboarding Lead (TDP) for the AF TENCAP HOPE 2.0 initiative, you will play a pivotal role in developing cross-functional solutions to meet the rapidly evolving needs of the United States Air Force (USAF). This high-visibility position requires a seasoned leader with a proven track record managing and guiding matrixed teams of technical, finance, and contracts experts to develop and deliver comprehensive proposals to meet the needs of USAF and its mission partners.

***This is a Part-time position (20 hours/week) onsite in Colorado Springs***

  • As the TDP Onboarding Lead, you will be responsible for the development of SAIC's project proposals, focusing on all the activities necessary to develop solutions, assessing business metrics and risks, ensure cost and technical objectives are met, and preparing project teams for project kick-off.
  • Beyond technical execution, you will serve as a senior interface between our program, AF TENCAP, and mission partners—translating complex programmatic objectives into actionable outcomes while ensuring alignment with organizational goals.  You will solve complex project challenges that rise above the project lead level, serve as a leader on the HOPE 2.0 contract, and work directly with the HOPE 2.0 leadership team.
  • Location Requirement:
    This position requires candidates to be local to the Colorado Springs area and capable of working onsite as needed to support project execution and engagement with stakeholders.
  • Key Responsibilities
  • Your leadership and expertise will be instrumental in guiding high-impact, mission-critical initiatives. Core responsibilities include:
  • Collaborate with diverse teams: Coordinate with staffing, security, procurement, travel, pricing, project control, quality assurance, risk manager, and subcontracts teams to ensure each project is ready for Day 1.
  • Onboard new projects: Ensure project leads are ready for kick-off, and that they have the resources they need to deliver technical requirements, manage subcontractors, mitigate and monitor risks, and meet cost and schedule objectives. 
  • Engage with stakeholders: Build and maintain strong relationships with AF TENCAP, its mission partners, and SAIC's current and potential teammates.
  • Monitor program goals: Collaborate with HOPE 2.0 leadership team to align project consistency with contractual, programmatic, and customer-driven objectives.
  • Oversee delivery: Review and approve TDPs, ensuring they meet requirements while minimizing risk for both SAIC and the government. 

Identify opportunities: Enhance project effectiveness by recommending new tools, techniques, technologies, and business practices to support TENCAP objectives.

Qualifications

Required Qualifications

To lead successfully in this role, you must bring deep expertise and a proven track record in leadership and rapid-response project management:

  • Clearance: Active Top Secret security clearance with SCI eligibility.
  • Education and Experience:
    • Bachelor's degree with at least 15 years of experience supporting Department of Defense (DoD) or Intelligence Community (IC) projects.
    • At least 3 years of experience in project or program management, with demonstrated proficiency in managing risk and driving results.
  • Matrixed Team Leadership: Proven ability to effectively manage and lead matrixed and geographically dispersed teams across diverse functions, analyzing workload and utilization.
  • Functional support knowledge: Experience working with corporate support functions, such as security, subcontracts, contracts, program control, and HR. Experience and understanding as to when it is helpful, appropriate, needed, and/or required to engage with them.
  • Proposal experience: Familiarity and experience with writing proposals and developing staffing plans. Understanding of corporate risk, appropriate mitigation strategies, and contractual techniques.

Desired Qualifications

Ideal candidates will bring additional expertise to further elevate their impact on the HOPE 2.0 mission:

  • 5+ years of project or program management
  • Advanced Degree: A Master's or Ph.D. in a relevant discipline.
  • Forecasting:  Experience applying program management principles to forecasts and estimatesProven ability to understand and analyze cost and forecasting reports. Strong Excel skills highly desired.
  • Contracts Understanding: Familiarity with GSA contracts, including but not limited to contract modifications, RIPs, and TARs.
  • AF TENCAP Experience: Familiarity and understanding of AF TENCAP process and procedures.  2 years experience with drafting or revising TDPs. 
Target salary range: $80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
