The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

 

SPAs NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage. 

 

We have a near-term need for a Contract/Procurement Specialist to provide onsite support out of Supreme Allied Command Transformation located in Norfolk, VA.


Responsibilities

The candidate will provide comprehensive contracting and procurement support to NATO and the designated Contracting Officer throughout the full acquisition lifecycle. Responsibilities will include supporting acquisition planning, SOW reviews, RFIs, industry Questions & Answers, proposal evaluations, solicitation debriefs, contract documentation, and procurement actions supporting NATO conferences, workshops, and other operational requirements. Support day-to-day contract administration, including purchases under $40K, obtaining quotes, preparing purchase orders, processing contract amendments and invoices, monitoring contractor compliance, maintaining contractor databases, tracking option periods, and supporting contract closeout. Ensure procurement records and supporting documentation are accurate, complete, and maintained in accordance with NATO procurement procedures and applicable contract file management requirements. Assist NATO with specialized acquisition activities, including Foreign Military Sales (FMS), Acquisition and Cross-Servicing Agreements (ACSA), and NATO Security Investment Program (NSIP) requirements. The candidate will support NSIP project execution, CIRIS data entry, annual contract reviews, and other procurement activities while coordinating closely with NATO Contracting Officers, the COTR, stakeholders, and industry to ensure acquisition actions are timely, compliant, and effectively executed.


Qualifications

Required:

  • Bachelor's degree with at least 24 semester hours of business-related courses, DAWIA/NCMA/CIPs certification in Contracting, or equivalent.
  • 5+ years of demonstrable experience working in procurement and/or contracting conducting a full range of contracting activities.
  • 2+ years of demonstrable experience working pre-award, award, and post-award phases on competitively awarded contracts interpreting and applying statutes, regulations, policies and procedures.
  • Demonstrated understanding of Statement of Work (SOW) development and ability to translate user requirements into tangible, measurable outcomes.
  • Demonstrated experience working closely with cross-functional teams and facilitating collaboration across technical, financial, and operational domains.
  • Demonstrated experience with contract administration and management.
  • Demonstrated ability to interpret complex procurement requirements into actionable timelines, strategies, and execution.
  • Excellent tactful written and oral communication skills.
  • Fluent in English (written and oral).
  • Active NATO or National SECRET clearance
  • Citizenship in NATO member nation.
  • Able to work fully onsite based on client needs.

Desired:

  • Demonstrated experience conducting procurement in a NATO command.
  • Demonstrated experience with NSIP contracting rules.
  • Demonstrated experience with CIRIS.
  • Demonstrated experience with NATO Financial System (Oracle) CNAFS/FINs or equivalent.
  • Familiarity with NATO-specific procurement rules and requirements.
  • Demonstrated experience with Agile Procurement Strategies to include MVPs, Sprints, and Prototypes.
  • Experience as a Warranted Contracting Officer with authority to award or administer in excess of Level B (40,000 euros) or national equivalent.

Pay Range Information

Salaries are commensurate with experience and qualifications, as well as market and business considerations. Virginia, Pay Transparency Salary range: USD $100,000.00/Yr. - USD $135,000.00/Yr.
