About the Must Haves

  • Active Secret clearance (TS/SCI preferred)
  • 12+ years directly applicable experience in DoD Financial Management with 10+ years including duties/assignments specifically in support of Space programs - AFSPC or SSC experience a plus
  • 8+ years with CCaR
  • 3+ years with FM Suite and WAWF
  • 5+ years with MS Office Suite
  • Master's degree in a related field, such as Management, Business, Economy, Finance, Accounting, Mathematics, Science, Technology, Engineering, or Statistics required (Bachelor's degree will require an additional 4 years of relevant experience)
  •  


About the Desired

  • Certified Defense Financial Manager (CDFM) certification or CDFM Acquisition Specialty (CDFM-A)

Responsibilities

About the Position

SPA is looking for a Financial Management Analyst SME within the greater Los Angeles area who can provide a US Space Force organization with a broad range of financial management support of high-visibility or mission critical aspects of a given program and perform all functional duties independently. The role is a hybrid position, requiring on-site support one day per week and working from home (WFH) four days per week.

 

Key duties associated with this role include but are not limited to the following:

  • Developing, training, briefing, integrating, correlating, and analyzing various areas of DoD Financial Management including Government Budget Integrations, Planning, Programming, Budget, and Execution (PPBE), Financial Improvement and Audit Readiness (FIAR) Activities, Assist in Government C/O/E Reconciliation and associated support activities, and support Acquisition Reporting Program Financial Management inputs. The candidate should be a Subject Matter Expert (SME) in Financial Management activities in the Government (military and/or civil servant), FFRDC, or Government support/development Contractor arena.
  • Responsible for various phases of PPBE within the DoD portfolio. The PPBE cycle may also interface with other U.S. Government budgets, foreign military sales (FMS) funding and other foreign Government funding and assist the Government in performing research, conducting reviews and providing assessments in support of, at a minimum, the development and analysis of:
    • Program Objective Memorandum (POM), Budget Exhibit Preparation, Staffer Day Briefing preparations, Funds Receipt, Analysis Reporting, Fall Program Review (FPR), Spring Program Review (SPR), Program Management Review (PMR), Mid-year Execution Reviews (MERs), Baseline Execution Reviews (BERs), POM Briefings, Financial Planning Working Group (FPWG), Acquisition Mission Support (AMS). Business Management Reviews (BMRs), Budget Planning and Execution, Summer Execution Review (SER).
  • Acquisition Financial Management Report Support – Must be able to produce FM related inputs for the respective sections of acquisition reports to include, but not limited to, the SAR, DAES, MAR, APB, supplemental reports, and PMR, utilizing Government accepted databases and software drawing on Government accepted best practices and guidelines.
  • Integrate and correlate program execution data with the program baselines and approved budgets to accurately develop, maintain, and update acquisition reports as required by DoD policy for Acquisition Category (ACAT) I, II, and III programs and non-ACAT programs.
