SPA has an immediate need for an Information Operations Project Management & Technical Advisor.


Responsibilities

Seeking a highly motivated and experienced Systems Engineering and Technical Assistance (SETA) contractor to provide comprehensive project management and technical advisory support to a fast-paced DoW Research & Development (R&D) office. The successful candidate will be a key member of a government-led team responsible for the successful execution of an Information Operations (IO) project. The project focuses on identifying, vetting, and integrating innovative technologies from non-traditional AI/ML companies into a cohesive government-owned technology stack. The ideal candidate will possess a strong blend of technical expertise, DoW project management experience, and superior communication skills.

  • Project Management Support:
    • Assist government Project Managers (PMs) in all phases of the acquisition lifecycle, including planning, execution, and transition.
    • Support the implementation of innovative and rapid acquisition strategies (e.g., Other Transaction Authority (OTA), Broad Agency Announcements (BAA), Commercial Solutions Offerings (CSO)) to accelerate technology onboarding and transition.
    • Develop and maintain project schedules, milestone trackers, and risk management frameworks.
    • Prepare and review project documentation, such as Statements of Work (SOWs), technical requirements documents, and briefing materials for senior leadership.
    • Track project budget execution, monitor performer spending, and provide analysis to ensure alignment with project goals.
    • Coordinate and facilitate project reviews, technical exchange meetings, and stakeholder working groups.
  • Technical & Integration Support:
    • Provide technical oversight and assessment of performer technologies, with a focus on AI/ML applications for information operations.
    • Analyze and evaluate the feasibility of integrating disparate software from multiple vendors into a single, functional tech stack.
    • Help define and manage system integration requirements, interface control documents (ICDs), and application programming interface (API) specifications.
    • Support the government team in designing and executing technology demonstrations, pilot programs, and operational test and evaluation events.
    • Stay abreast of emerging AI/ML technologies and advise the government on potential opportunities and threats relevant to the IO mission space.
  • Stakeholder & Vendor Coordination:
    • Serve as a primary technical and programmatic liaison between the government program office and numerous non-traditional and traditional technology vendors.
    • Facilitate clear and consistent communication to ensure vendor efforts are aligned with government requirements and project milestones.
    • Assist in the onboarding and management of new technology partners, including start-ups and academic institutions.
    • Represent the program office in technical discussions with other DoW, Intelligence Community (IC), and interagency partners.

Qualifications

Required Qualifications

  • Active TS/SCI security clearance
  • Bachelor's degree in a technical field such as Computer Science, Engineering, or Information Systems
  • Minimum of 5-7 years of experience in program management or technical support for DoW R&D or acquisition programs
  • Demonstrated understanding of the DoW acquisition process and program management principles
  • Technical knowledge of modern software development, cloud computing, and systems integration
  • Excellent written and verbal communication skills, with experience briefing senior government officials
  • Ability to report to designated work location in Chantilly, VA, in a secure SCIF/SAPF space, up to full time, based on the needs of the customer

Desired Qualifications

  • Master's degree in a relevant technical or management field
  • PMP or DAWIA Level II/III certification in Program Management or Engineering
  • Direct experience supporting programs related to Information Operations (IO), Military Information Support Operations (MISO), or Cyber Operations
  • Hands-on experience with AI/ML concepts, data science, or software architecture
  • Experience working with non-traditional defense contractors, start-ups, or commercial technology companies
  • Proven ability to work effectively in a dynamic, multi-stakeholder environment with minimal supervision
