The Strategic Technology Analysis Group, part of SPA's Space and Intelligence Division, offers sophisticated capabilities (people, process & tools) to resolve unique problems in space, cyber, and special operations in support to military services, Secretary of Defense offices (OSD) and theater warfighters. SPA has an immediate need for a Multi-Domain Integrator.
Responsibilities
The position requires a Senior Systems Engineer to serve as a multi-domain integrator, providing expert program execution, operational planning, and test support to a fast-paced DoD Research & Development (R&D) office. Responsible for bridging Title 10 operational requirements with Title 50 national capabilities, shaping OPLAN development and ensuring the successful integration of advanced systems into operational frameworks. This role requires a proven ability to coordinate complex activities across the IC, Combatant Commands, and other government stakeholders, translating technical constraints and contested-space realities into actionable mission outcomes.
Project Execution & Multi-Domain Integration
- Serve as a key integrator aligning national capabilities (GEOINT, space) with Combatant Command operational planning and campaign design.
- Translate technical, collection, and resiliency constraints into actionable inputs for targeting, effects integration, and OPLAN development.
- Drive program execution by tracking progress against mission objectives, managing dependencies, and mitigating risks in a multi-domain context.
- Establish and lead enterprise-level battle rhythms and working groups across IC, SOF, and space stakeholders to replace ad hoc coordination with scalable, repeatable collaboration frameworks.
- Develop program documentation, execution plans, and senior leadership briefings that clearly articulate progress, risks, and operational relevance.
Test, Demonstration, & Operational Readiness
- Support the design and execution of test events, demonstrations, and training scenarios focused on advanced capabilities in contested environments (e.g., degraded communications, electromagnetic interference).
- Develop test objectives, execution plans, and evaluation criteria that reflect real-world operational challenges.
- Coordinate across government stakeholders, performers, and operational partners to ensure alignment of test activities with strategic goals.
Stakeholder Coordination & Communications
- Facilitate high-level coordination among government stakeholders, including NRO, NGA, Combatant Commands, and operational partners.
- Bridge Title 10 and Title 50 organizations, ensuring seamless integration of capabilities and planning efforts.
- Develop executive briefings and status updates that summarize complex technical and operational information to support senior leadership decision-making.
- Advise leadership on policy, requirements, and capability development to enhance multi-domain operations.
Qualifications
Required Qualifications:
- Active TS/SCI security clearance at time of application
- Bachelor's degree in a relevant technical or intelligence-related field
- 10+ years of experience supporting DoD/IC R&D, operations, or acquisition programs, with a strong background in GEOINT, ISR, and space systems
- Demonstrated experience bridging Title 10 and Title 50 capabilities and integrating them into OPLANs, exercises, or campaign plans
- Proven ability to lead coordination efforts across multiple stakeholders, including Combatant Commands and Intelligence Community agencies
- Experience planning and executing test events, operational evaluations, or complex training scenarios in contested environments
- Able to support routine local travel, occasional CONUS/OCONUS travel
- Able to work full-time in a Chantilly VA office within SCIF/SAPF spaces
Desired Qualifications:
- Extensive experience as a SETA contractor or in a similar advisory role supporting a national-level agency like the NRO or NGA
- Deep background in systems integration, ISR collection management, and targeting processes
- Direct experience supporting SOF, sensitive activities, or rapid prototyping/advanced capability development programs
- Familiarity with DoD and IC program management processes and OPLAN development
- GEOINT Professional Certification (GPC) or similar advanced training in ISR and space operations
