The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues. The Acquisition and Technology Analysis Group within JOID specializes in the application of multi-disciplinary analytic skills to support multiple clients within the Department of Defense (DoD). These clients include the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)), Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)), DARPA, the Joint Staff, and USINDOPACOM. SPA provides critical decision support to enabling and executing a strategy of technological superiority and enabling the delivery and sustainment of secure, resilient, and preeminent capabilities to the warfighter quickly and cost effectively. Our team of experienced military, technical, and operations research analysts is skilled in evaluating military problems, identifying the driving factors, devising innovative approaches, collecting applicable data, developing necessary software tools, and performing thorough and timely assessments to inform technology and acquisition governance decisions to ensure U.S. military forces retain military superiority in the future. We have a near-term need for a Senior Naval Test and Evaluation Analyst to provide onsite support (limited telework) out of the Mark Center in Alexandria, VA. Responsibilities The candidate will provide expertise and technical management in support of the TRMC mission to ensure the readiness of DoD test and evaluation (T&E) capabilities, infrastructure, and workforce. Serve as Contractor SETA support to the TRMC Test Resource – Governance Division Chief, and act as Subject Matter Expert (SME) on T&E capabilities of Naval T&E ranges and facilities. Organize and execute TR-G staff actions, facilitate interagency meetings, and summarize proceedings. Lead analytical efforts for MRTFB changes and workforce-related data to support readiness assessments and congressional reporting requirements. Serve in multiple SME roles including range scheduling systems, Remote Test Range policy, T&E workforce development, intern program growth, and various DoD Policy Board committees. Support the Range Commanders Council Operations Group and ensure TRMC representation in RCC groups. Conduct research on T&E challenges, solutions, and documenting requirements. Review policy and legislation impacts on T&E workforce and infrastructure. Act as support for OSD Action Officer duties, including coordination, planning, and report development. Work closely with engineers, subject-matter experts, functional teams, and senior leadership to facilitate strategic planning and operational management across DoD stakeholders. Qualifications Required: Active DoD TS/SCI clearance. Bachelor's degree. 10 years of experience, including knowledge of Naval warfare systems testing. Knowledge of T&E computer/communications network techniques and advanced weapons systems. Multi-disciplinary technical and analytical background supported by broad technical experience. Relevant experience with DoD systems applicable to TRMC's charter. Ability to work effectively both independently and as part of a team. Proven expertise in tracking team progress to plan and handling multiple tasks simultaneously within tight deadlines. Strong written and oral communication abilities, including document editing. Proficiency in Microsoft Office (Word, Excel, PowerPoint). Able to work fully onsite based on client needs. Willingness to travel up to 10%. Desired: Technical experience in engineering or physics. Experience drafting, editing, and publishing executive-level documentation, to include information papers, guidance memoranda, policies, reports, and presentations. Expertise in managing Federal internship programs and facilitating Microsoft Teams sessions. Experience in strategic planning, RDT&E management, and solution development. Understanding of DoD processes including PPBE, JCIDS, and DFAR. Department of Defense and National Capital Region experience.
