The Strategic Division (SD) supports high-reliability organizations including Navy Strategic Systems Programs (SSP), Air Force Nuclear Weapons Center, and the Department of Energy (DOE), among others. Our support across our client base is expanding rapidly and encompasses important services, such as data analytics and visualization, threat analysis, risk management, modeling and simulation, cost estimating, earned value management, program management, system engineering, independent evaluation, and High Consequence Event prevention.
The Strategic Systems Analysis Group (SSAG) supports government and private sector strategic planning, decision making, and program management. SSAG integrates deep client knowledge, advanced analytics, and subject matter expertise to provide timely and objective technical, operational, programmatic, acquisition, and policy analysis. SSAG is hiring for a Senior NC2/NC3 Program Analyst.
Responsibilities
The Senior NC2/NC3 Program Analyst supports project teams by leading and contributing to analytical efforts that advance Command, Control, and Communications (C3) modernization and Nuclear Command and Control (NC2) and Nuclear Command, Control, and Communications (NC3) capability development. In this role, the analyst guides analyses related to prototypes, demonstrations, and mission‑driven technical evaluations that inform modernization priorities. The analyst conducts senior‑level assessments of emerging technologies, operational concepts, and cross‑domain capability impacts to evaluate their effects on NC3 resilience, performance, and future system needs. The position leads the integration of Modeling, Simulation, and Analysis (MS&A) inputs into modernization planning activities, prototype assessments, capability demonstrations, and senior‑leader decision support products. The analyst develops high‑quality technical reports, analytical findings, operational insights, and decision‑focused briefings for United States Strategic Command (USSTRATCOM), Combatant Command organizations, and Department of War (DoW) stakeholders. The role includes extensive coordination across USSTRATCOM directorates, Combatant Commands, and partner agencies to ensure alignment of modernization objectives, prototype activities, and analytical priorities. The analyst also conducts requirements reviews, data collection, and validation activities to verify the accuracy and completeness of NC2/NC3‑related datasets that support modernization and demonstration efforts. Additionally, the analyst mentors team members in structured analytical methods, workflow discipline, technical review processes, and quality‑control practices while serving as a subject matter expert in meetings, working groups, and technical exchanges, representing the organization's analytical capabilities and rigor.
Qualifications
Required Qualifications:
- Must be a U.S. citizen and possess an active Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI) eligibility, along with eligibility for Nuclear Command and Control – Extremely Sensitive Information (NC2‑ESI), North Atlantic Treaty Organization (NATO), and Special Access Required (SAR) programs on day one, and be able to maintain all required clearances and program eligibilities throughout employment.
- Must be able to work full-time onsite (5 days per week) at Offutt Air Force Base (AFB).
- Bachelor's degree in engineering, systems engineering, operations research, information technology, national security, or a related technical discipline.
- 15+ years of experience supporting Department of War programs, including NC2/NC3 operations, C3 modernization, prototyping, demonstrations, structured analysis, or related mission areas.
- Demonstrated ability to lead complex analytical efforts, synthesize cross‑domain technical information, develop senior‑leader briefings, and support decision makers with clear operational and technical recommendations.
- Proven experience coordinating across USSTRATCOM, Combatant Commands, or DoW partner organizations.
- Experience guiding or mentoring junior analysts or supporting analytical team leadership.
Desired Qualifications:
- Master's degree in engineering, systems engineering, operations research, applied mathematics, analytics, or national security‑related fields.
- Experience supporting NC2/NC3 modernization, capability prototypes, demonstrations, stakeholder engagement, or cross‑organizational coordination within USSTRATCOM or DoW agencies.
- Familiarity with MS&A tools, system‑of‑systems modeling, analytical workflows, or data‑driven processes used in NC3 capability assessments and modernization planning.
- Experience with defense acquisition, Planning, Programming, Budgeting, and Execution (PPBE) processes, or operational experimentation supporting strategic deterrence missions.
