The Joint, Office of the Secretary of War, Interagency Division provides expert support services to a range of customers spanning across the Department of War (DoW), Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

 

The Acquisition and Technology Analysis Group within JOID specializes in the application of multi-disciplinary analytic skills to support multiple clients within the DoW. These clients include the Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)), Office of the Under Secretary of War for Acquisition and Sustainment (OUSW(A&S)), DARPA, Joint Staff, and USINDOPACOM.  SPA provides critical decision support to enabling and executing a strategy of technological superiority and enabling the delivery and sustainment of secure, resilient, and preeminent capabilities to the warfighter quickly and cost effectively. Our team of experienced military, technical, and operations research analysts is skilled in evaluating military problems, identifying the driving factors, devising innovative approaches, collecting applicable data, developing necessary software tools, and performing thorough and timely assessments to inform technology and acquisition governance decisions to ensure U.S. military forces retain military superiority in the future.

 

We have an immediate need for a Senior Program Manager to provide support in Alexandria, VA.


Responsibilities

SPA has an immediate need for a Senior Program Manager to lead a major prime contract supporting the Office of the Secretary of War (OSW). The successful candidate will lead a distributed team delivering acquisition, analytical, and decision support services to senior OSW customers and ensure effective contract execution across customer satisfaction, workforce performance, staffing, financial management, risk management, and delivery quality. This individual will coordinate with Program Managers across the Acquisition Support Portfolio on programs supporting OSW and the Joint Staff; develop and execute growth strategies for current and adjacent customers; and lead qualification, capture, and proposal efforts for recompetes, competitive captures, and new opportunities. The Senior Program Manager will build productive relationships with government customers, industry partners, and internal stakeholders; identify opportunities to expand SPA's capabilities and customer support; hire, develop, mentor, and retain a high performing team; and foster a culture of integrity, professionalism, excellence, collaboration, and accountability.


Qualifications

Required:

  • This is an in-person role based out of SPA's headquarters in Alexandria, VA, with frequent local travel to the Pentagon
  • 12 or more years of relevant experience
  • 5 or more years leading the execution of complex services contracts for the Department of War or another federal agency
  • Experience working with senior military and civilian stakeholders, preferably within OSW, the Joint Staff, or similar headquarters organizations
  • Strong analytical, problem-solving, negotiation, written communication, and executive-briefing skills
  • Proven capability to drive growth of people, tools, capabilities, and lines of business.
  • Business development, capture, or proposal experience
  • Master's degree
  • Active TS/SCI clearance

Desired:

  • Demonstrated understanding of defense acquisition processes, documentation, milestone requirements, and contracting fundamentals
  • Engineering or program management experience in one or more relevant mission areas, such as space, nuclear, cyber, missile defense, bombers, or tactical aviation
  • Project Management Professional (PMP)
  • DAWIA Level III Program Management certification or an equivalent acquisition credential

Pay Range Information

Elements of the compensation package include competitive base pay and variable compensation opportunities. Salaries are commensurate with experience and qualifications, as well as market and business considerations. Virginia, Pay Transparency Salary range: USD $175,000.00/Yr. - USD $190,000.00/Yr.
