Qualifications

Required:

  • Masters Degree in STEM or a related technical field
  • 10+ years of experience in the application of scientific principles involving technologies applicable to the CBRN and Digital Battlespace Management equity with 5+ years serving in a leadership role (i.e. Principal Investigator, Team Lead)
  • Experience working with national strategy and doctrine development or implementation
  • Knowledge of CBRN software development, CBRN Digital Battlespace Management applications (HPAC, JEM, JWARN, TAK softward, CSC2),  and CBRN Modeling and Simulation approaches and concepts (physics-based, agent-based, epidemiological, AI/ML, ect.)
  • Experience with the CBDP enterprise (JPEO, National Labs, DHS, DARPA, BARDA, etc.)
  • Active Secret Clearance with the ability to optain Top Secret

Desired:

  • PhD in STEM or a related field and 10+ years of related experience in that field
  • Knowledge of DevSecOps and Cybersecurity
  • Military experience in Modeling and Simulation, Doctrine, Training
  • Published author or co-author on scientific papers
  • Experience with CBRN field equipment, software application, and training
  • Broad understanding of DTRA RD's mission and organization
  • Active Top Secret clearance


Responsibilities

The candidate will serve as Technical Subject Matter Expert (SME) and strategist supporting the Defense Threat Reduction Agency (DTRA), Research and Development-Chemical Biological Department (RD-CB), Digital Battlespace Management Division (CBI) Division's Chief Scientist. Will assist in monitoring research projects with an eye toward balancing the inclusion of emerging technological trends with increasing overall maturity and transition potential. Apply understanding of DoD initiatives aimed at modernizing software applications, data integration, and cross-domain operational concepts designed to provide decision advantage to warfighters and an appreciation of how the Chemical and Biological Defense Program (CBDP) can interface with the Combined Joint All-Domain Command and Control (CJADC2) systems.

 

Apply a broad understanding of capability gaps and assist the Government with decision-making and program, project, and product-level strategies and priorities, ensuring portfolios are responsive and mapped to program goals. Develop and present strategic recommendations, such as new initiatives to support the division's vision and mission. Apply critical understanding of the Joint Science and Technology Office (JSTO) transition process, military end-users, and partner developers. Help review national doctrine and planning documents to advise on their application, portfolio alignment, as well as advisement on editing these documents. Assist in reviewing proposals across multiple portfolios, review technical reports, read experimental or theoretical techniques, scientific studies, and statements of work to advise the team on technical validity and to evaluate current and future Chemical Biological Radiological Nuclear (CBRN) technologies. Remain abreast of current novel S&T in the field and demonstrate expertise in a science, technology, engineering, or mathematics (STEM) field to be able to aptly provide guidance and advisement on technical trajectory.
